L CHILD LABOR LAW | 3 T \ Duty of Employers to Secure Permit From Supt. Renkenberger of Ligo- 1 mfer Schools -As a protection to employers ot‘ child labor in Ligonier, the Superintendent of Schools wishes again, to emphasize the principal features of the law. In the first place the umte‘ law. has been revised to meet'the‘re-‘ quirements ‘of the Federal Government to April 1920 and then if the State laws are being satisfactorily enforced, redesignation will take place, otherwise the enforcement of the law will be turned over to Federal officials. In general over the state, local committees are handling the situation creditably and there is no real reason why Ligonier should not do so. The Superintendent of Schools ‘is empowered and required to grant employment certificates; (Ist) to those children between ages of fourteen (14) and sixteen (16) who work during school hours, (2nd) to all children from fourteen (14) to sixteen (16) who work after.school, on Saturdays and during summer vacatfon; and (3d) to all minors (young persons from sixteen (16) to eigliteen (18)‘) who work for wages in any manufacturing or mercantile establishment,- laundry, bakery, printing office, etc. - It should be strictly born in mind that all children from fourteen (14) to sixteen (16) must either be in school or possess an employment certificate. 1f no employment certiticate is on file in employers office it is the duty of the attendance officer to handle the matter All children under founteen (14) cah not be employed in any gainful occupation other than forjn work or d¢mestic service. : . All children between fourteen (14) and sixteen (16) must have a_certificate to work after school on holidays, Saturdays. and during summer vacation. These will be issued to all thos: whose age can. be legally established and who are not going into prohibitive occupation such as cigar factory, hotel theater, or place of amusement. . No child under age of sixteen year: shall be empolyed or permitted to operate circular or band saws, wood scrapers, wood joiners, planers stamping machines used in metal or tin work manufacturing, steam. boilers, steam machinery, or other steam generating apparatus, punch or shears laundry machinery, etc. o In any ‘and all cases “No child under sixteen (16) years of as¢ shall be employed or permitted to work in any gainful occupation, other than farm work or domestic service before the hour of seven in the morning, or after the hour of six in the evening.” N> certificates for night work can be issued. “Children between fourteen (14) and sixteen (16) can not be employed more than eight (8) hours in one day, nor for more than six days in one week.” ' e e

For the protection of the employers of child labor in Ligonier the Superintendent of Schools again urges that for every employed child from fourteen (14) to eighteen (18) who works at any gainful occupation, the employer have on file an age certificate legally established and properly issued. ; ; o “Both -the State and Federal child labor laws are in the interest of the Education and health of the children of this country. We presume, however, that no law is enforced without working a seeming hardship in individual cases. It is a question of whether the entire life of the child is not more benefitted by the law than would be gained by the few additional hours of employment.” It is important that employers havs a thorough understanding of the matter and if they then wish to employ young persons unlawfully, it will be a:
