COMMITTEE 'ON CANONS SUB- . MITS ITS REPORT. | Delegates to Episcopal Church Convention Discuss Important Question. Boston, Oct. 12. — The proposed new canon on marriage and divorce was on the order paper for discussion when the triennial general convention of ‘the Episcopal church resumed its sessions Tuesday. ’ The com-&xittee on canons, in charge of the propesed new canon on masriage and divorce, submitted a lengthy report through its chairman, Rev. Dr. F. P. Davenport. of Memphis, Tenn. This present canon on the subject permits the remarriage of the innocent person in a divorce case wherein a decree was issued by the civil courts on the ground of infidelity. There has been considerable dissatisfaction over this canon, many clergymen favoring a law to prevent the remarriage of any divorced person while the, former partner is living. The majority of the committee appointed at the last convention to report on the subjectfavored this idea, and presented areport recommending amendments to that effect. A minority report was presented, the effect of which, if adopted, would be to leave unchanged that part of the old canon permitting remarriage of the Innocent person in a case of infidelity. The minority, however, desired to provide for greater safeguards in the shape of civil court testimony when “innocent persans’’ who have been divorced desire to be remarried. . - After the presentation of both repart:s a spirited discussion ensued. i The sessions of the house of bishops were continued. The archbishop of Canterbury, who will leave Boston Wednesday, appeared at the convention for the last time.
UPRISING IN CHINA. British Minister Notifies Government of Rebellion—Missionaries Seek Refuge. ; Shanghai, Oct. 12.—The British minister, Sir Ernest Satow, has notified »t-hF Chinese minister of foreign affairs of an uprising in Tamingsu and Chantefu, on the border of Shantung, Chili and Honan provinces. The uprising has 10,000 adherents. The foreign. missionaries are seeking refuge. Yuan Shai Kai, viceroy of the Province of Chili, has given orders for the suppression of the uprising. Danger is apprehended in the Province of Honan where the officials are presumed to be ultra conservative, Gen. Ma, military governor of the Province of Chili, reports that the Mohammedans are showing symptoms of rebellion and that the Russians are attempting to complicate the situation by dispatching troops for the protection of Russian subjects. The ministry of foreign affairs has entered a protest and has requested that the Russian troops be recalled. In the event of a serious protest against the Anglo-Thibetan treaty it is believed that Sir Robert Hart will represent China in the negotiation.
Damage by Storm. New Orleans, Oct. 12. — The steamer Beverly, which has arrived here from Honduras and Guatemalan ports, reports that a terrible storm swept the Honduran coast for three days beginning September 29. The city of Puerto Cortez suffered great damage and all settlements from that city to Ceiba wer: badly damaged. Several enormous landslides were reported. The banana crop is reported ruined.
Captain and Crew Drowned. Halifax, N. 8., Oct. 12. — A report has reached here that the steamer Call, bound from Tracadie, N. 8., for New London, P. E. 1., has been sunk near New London and that the captain and crew of 17 were lost. The steamer is owned in Chatham, N. B. . “Board of Missions Meet. DAVIS BEGINS TOUR. Vice Presidential Candidate Off on Ten Days’ Campaigning Trip ° Through Two States. . Baltimore, Md., Oct. 12.—Henry G. Davis, democratic vice presidential candidate, left Baltimore Tuesday morning on a ten-day campaigning tour of Maryland and ‘West Virginia. He is accompanied by a corps of campaigners, including ex-Senator D. B. Hill, of New York; Senator John W. Daniel, of Virginia; ex-Gov. William Pinkney Whyte, of Maryland; Gen. L. V. Baughman, and others. The trip is to be made throughout in a special train and the itinerary, as at present outlined, contemplates nearly 75 speech-making ‘appointments scattered over a distance of 1,100 miles. Senator Gorman was to have been one of the party, but changed his plans. Tuesday political gatherings were addressed at Rockville, Brunswick, Harper’s Ferry, Shenandoah: Junction, Martinsburg, Cherry - Run, Hancock, Paw Paw, Green Springs, Cumberland, Keyser and Piedmont. The journey ended at Piedmont for the day and an evenihg meeting - was held at that place.
