War of Extermination Threatened on _ Blacks in Texas—Citizens - : Under Arms. : 2 Houston, Tex., March 30.—Racial feel= ing near Selsbee, 100 miles east of Houston; is very bitter, and many of the citizens are under arms. The trouble arose over a numb‘é-rj_f—o_f negroes firing on‘three white men Sunday night, wounding them. The situation has been aggravated by the murder of T. B. McKinnet, at the Sharon Lumber camp Sunday by two negroes, who were arrested by Sheriff Roberts, of Hardin county. The sheriff was in the act of boarding a train with the negroes when some -one in the crowd fired, seriously wounding one of the blacks, Bob. Childress, and also wounding the sheriff. White citizens of that section ordered arms from Saratoga, Kountze and other -points,’and a war of extermination is threatened on the blacks. Therg has 'not been any outbreak, but the situation is very grave. ‘ . / ee e e eel i Deadlock Exists. Pittsburg, Pa.,, March 30.—The com- ' mittee of the United Mine Workers and the coal operators of the Pittshurg dis.trict, .appointed to adjust.the scale for the coming year, have deadlocked. Neither side, it is said, will yield to any. point, and no progress has been made during the five days’ conferences. The committee was in session again Tuesday. and Miners’ President Dolan says if" the members fail to settle the questions at issue, the conditions will be serious. ;
Deaths from the Plague. Bombay, March 30.—The latest -available bubonic plague returns for ' the whole af India for the week ending March 19 show the appalling mortality of 40,527, an increase 'sf 7,000 over those of the preceding week. In the Punjab and the northwest provinces each there is a death roll of 10,000 weekly; in the Bombay presidency the deaths number 8,500 and in Bengal 5,000. : : Heavy Claim Against lowa. Des Moines, la., March 30.—Ephraim J. Dean, a pioneer of Waverly, Tuesday filed a claim of $lOO,OOO with the state legislature against the state of Towa for alleged false imprisonment 28 years ago. Dean claims to have been falsely confined in a lunatic asylum, after which he was wrongfully compelled to spend seven months in a Blackhawk county jail. . J g Good Spirits. -

Carpenter (dem.). The entire republican ticket was elected, except W. A. Trist, the candidate for police judge. The nine republican alderman candidates of the council were elected. :
Waterloo had a fight over the water works question, " and an aldermanic ticket pledged to improve water conditions was chosen.
Boone elected a council composed of two socialists, two republicans and one democrat. Itis a railroad center.
An electric light franchise was indorsed at the Mason City election. In Fort Dodge, asphalt paving furnished the issue. Two republicans, one democrat and- one independent were elected to the council. -
