7 Atisa curious fact, thata large porwdon of the old associates of Mr. Bui %hofan in the cabinet of James K. peY6lk, have degerted him. Robert J. * Walker, the Becretary of the Treasu- - ry,has been cast off because he adhered o the old Democratic doctrine that the - majority must rule; John Y. Mason, P : \'; . DO\ mecnstil] utfiown’ 'oe,.oom~ ¥ plains that the President hag brokenall " his pledges, and is §oon to return to oppose his administration; Mr. Bancroft, whe preceeded Mr. Mason in the Naval Bureau, and then went abroad as - Minister t England, lately presided at tiie-infi.Lceqmpm’ Meeting in New ~—~York, and has put forth: one of the most earnest and telling protests against _.the policy. of Mr. Buchanan that we * have yet seen. - He says to the Presi- - dent, that if he will have a peaceful ad- ' ministration and stand well with posterity, he must res?éch the will of the people of Kansas/ Replying to the . lg@' stion that even if this Lecompton ~ Constitution isa wrong it is #ot a great - wyong, he says: “But there is in politm;gfiuce no such thing as a small wrong. A small wrong contains within itself the seeds of allevil.” A few passages from this striking historical essay, will give an idea of its force and B 1 o s “Tt is said that the people of Kansas should be punished for - not going to the polls at the. bidding of men who - were believed to:be disposed to defraud them. They went o thé polls the first moment they were satisfied of any chance for a fair return, even though suffering under great disadvantages in the apportionment of representatives. It 1s said that"the people of Kansas, once fififi;ficfifi_‘w the Union = may change- their Constitution, If this,is - dishonestly said, I will not use the language ‘which would properly ‘describe the proposition: If, as it .is to be pre---sumed, it is honestly said, and I am sure it is by the President, then why ;give'to the men of Kansas a reversona- ‘ ry right where theéy have the right of possession? ‘ nEn ‘

Butit is urged that the men of Kan:sas are in rebellion. The imposition of a loathesome and rejected Constitution is an odd remedy for pretended rebellion, which; a: faras I know, #as no, precedent, except in King George and the British Parliamentin 1774, There is now no insmvection in Kansas; there is no rele'lion there. Cease to dispute the unquestionable right of the ‘majority, and t%‘c‘ star of peace will rise serenely, the storm will be hushed, and the waves subside. The Government will not find a rebellion there; let it lot provoke one. = i

- If to the question between the Lecompton Constitution and the people of lga.nsas we apply the test of principle, we find that the enforcement of that Constitution will be the act of power agamst right; of the army against the people; of foree ‘against reason; ef usurpation against the rightfinl will of 2 majority. 'kt will be a violation ef' the fundamental principle of free gov-. ernment, which is governed by consent. Jt is dirvectly at war with De-: mocracy, whose cardinal point is the power of the people. The supporters of the Lecompten Censtitut.;?:r have Hot-omsinch of demecratic und to stand upon. * * . : . Again: the concentration of power in the hands af a~Convention like that of Lecompton, is notan American idea. It is borrowed from those republics of Europe which were not capable of existing long, for the very reason that power was 80 concentrated. It is derived from the worst “examples of the worst. period of revolutionary France, when minorities usurped power over a ‘mation by terror and reckless daring.— If the rule of the minority Convention i 8 now formally sanctioned by Congress, it will be a dangerous. precedent ; an instrument of wrath, treasured up for a day of wrath: o sio . i ——— P . )
