— Why was it that the republican leaders here did not applaud that part of Billy Williams’ speech which declared that 10 per cent. interest was the ruination of all who were compelled to borrow meney, and that a law ought to be passed forfeiting both principal and interest in all cases where more than 6 per'cent. was exacted? Did they fail to appreciate this declaration from considerations of self-interest or because their platform is silent on that subject, while the democratic platferm unequivocally demands the reduction of the rate of interest to 6 per cent. - .—Now that the public schools are about to open, we consider it not inappropriate to quote the following from John Bascom'’s introductory 're‘marks to his “Philosophy of English Literature,” thinking that it may prove of benefit to the more advanced scholars: *“There are in each department of knowledge, central facts and germinant principles. SN G RATR. The Fair, generally speaking, is a success. The display of stock of all kinds is said by those who claim to be posted in regard to the matter to be much superior to that of any preceeding year. As to theother departments, Floral Hall is adorned by the #sual amount and variety of ladies’ fancy articles,domestic-manufactured goods, fine arts, plants, flowers, dress making and millinery goods, manufactured goods, etc. The products of pomological and agricultural industry are fairly represented and present a ecreditable appearance, quite equaling-that offormer years. The exhibit in theline of machinery and agricultural implements, however, is not so exténsive as usual, owing principally, we suppose, te the non-conferring of premiums in this department, the officers and directors having concluded that, because of the state of perfection to which these articles have been brought, it would be next to impossible to digcriminate between the relative merits. Likewise, there is no room to doubt that the races will not have proven quite as good as those which usually characterize our Tairs. ‘Take all In

all, the present Fair is very interest-

ing and instructive, especially to the farming community, and quite comes up to the expectations of the officers and directors of the society who put forth their utinost endeavors to make it an exhibition worthy the patronage of the public. 3 5
