The system of road work is a farce, and the el ction of distriet rupervisors to oversee the.work, does not meet the ease. If a tax, such as is now lévied, was expended under the personal eupervision of an engineer, whose care of roads should extend over the entire couniry, the result would be that in a few years, we would have the roads permanently made as good as the'nature of the case would allow.
