EpITOR: —I um -aware that the laws of Indiana sanction the organizatinn of a body of men in each township for the public weal, to catch horse tbievqg. and the like, who call themselves ¢ Regulators.” But it has always been a serious question 1n my mind and that of others, whethior the good that is accomplished by them, is not more than overbalanced by the evil produced by théir over zealousness, in dis turbing the peace and quietness in any or all communities where there is & band of them in operation. Hate, suspicious jeal ousies and rapkling sn;monitieé, in the bosoms of the citizens, always appear to follow in the wake of their midnight cabals. i/ :
Not long since it was reported in the, vicinity of ‘Cromwell that one Jasper Green and his wife had something up wards of one hundred dollars in money stolen from the house one atternoon, while they were both absent, and from sone circumstances connected with the ‘case, the thief must have been acquainted with the premises. = The “ Regulators " took the matter in hand, and the people in the neighborhood were astonished tv learn that the wife of Mr. Thomas Pollock (a most respectable lady) was suspected, and that she, togeth er with her husband, was dragged forth from their home, in the mi.idleof the night, to the den of the “ Regulators " at Cromwell, a distance of nearly two miles. .By questioning, threatening, or what we know not, the farce ended in finding no clue.to the money and exempting Mrs. Pollock and her husband from all suspicion. ' : :
‘The next we hear a rumor tkat there was no money stolen, but that Mrs Green bad secreted it for some purpose known to herself, and that she was brought before the tribunal of Regulators at Ligonier, where she partly or fully confessed the whole case. lam informed by one or swo of these said “ Regulators” that. enough was disclosed by Mrs. Green to show her ‘complicity in the matter, and that there was no money stolen.. But it was con cluded “best to-hush it up for t'he‘sakc of the family,” &c. Now I ask, is this right ? It is not only an insult Leaped upon the community, but justice to Mr. and Mrs. Pollock demands that whatever has' been found out to be true in the premises should at least'be make known to the public, e ERNQUIRER. ) P el o e i

| Loss of Another Ocenn Steamer. The United States paddle-wheel steamer Saginaw, of 2f2 tons burden and carrying two guns, bas now been overdue at San Francisco for six weeks. She left Honolulu about four mbnths ago, to visit the newly discovered Midway Islands, to make a hydrographic survey, and bas not gince been heard from. She has overrun her allotted time, as she has been expected at San Francisco more than six weeks ago to refit for # cruise to the [sthmus of Darien, where she was to co-operate| with ',_Commander Selfridge’s expedition. Her ‘absence at this time will seriously affect ‘the success of the Darien. explorers, as there is no vessel on the Pacific side avail‘able’ to take her place. She had been believed to be a staunch, sea going crait. ‘able to'ride out almost any gale that she was likely to eacounter. e LaTER.—A despatch dated San Francisco, January 7th, says : ; “The United States Steamer Saginaw went ashore on Saturday morning, Oct. 29, on an ocean island called the French Frigate Shoals, near Midway Island.— Very few provisions were saved, though the ship did not entirely go to pieces un til the 14ch of November. On the 18th of November ber executive officer, Lieut. Talbot, with his eub officers, started in the gig for the Sandwicl Islands. After enduring incredible sufferings they reachea Kanai December 18, but all were sb weak that Lieut. Talbot, Peter Frances, Quartermaster, and James Muir, and Jno. " Arnold, sailors, were drowned in the surf iqeglnding.- The bodies have been recov ered. The news was sent at once to Honolulu and the schouner Kona and a packet were sent by the American Minister with provisions and water. Two days later the steamer Kilane was placed’ at the Minis ‘ter's disposal by the Government, and was also dispatched. It is hoped that she will arrive in season to save the lives of the wearied crew, nimety in number, all of whom were on quarter rations, the island yielding nothing.” s , ‘ Fanding the Public¢ Debt.. The Senate on Monday, the 4th Inst., passed the bill to amend the act of last July to authorize the refunding of the national debt. Contrary to expectation, there was no debate. It provides merely that the amount of bonds. authorized by said'act to be issued, bearing 5 per cent. interest per annum, be increaséd to $500,000,000, and the interest of any. portion of said bonds issued under this or that act may be made payable quarterly. The bill pending in the House Ways and Means Committee isthe saute in effectas this, though the increase of three hundred ‘millions of five per cent. bonds is specified, and the interest on the two hundred millions authorized by the July act is made payable quarter yearly. ~ This gives the Secretary five hundred millions ~of five per cent bonds with which to commence the refunding of the debt, The, measure will probably become law in either one shape or the other.
