Bl TR e B R L B ~ The party, who devised the present tariff system, with the exorbitant taxes on the common necessaries of life, tell us that these bigh duties onforcign goods were intended mainly for revenue, and ix}qi(}j: ly for protection—that is to fill the treasury, and ‘at the same time accomplish/the beneficent result of protecting homg industry against foreign competition. ' Let . us see, says the St. Louis Republican, how this is. We lay a tariff upon’| about four thousand articles. On some, of these the tariff is 20 per cent, on others 50, on others 100, on others 500 per cent,; On an iverage, the duty is 50 per cent.” On such articles as tea, coffee, spi¢es, &c., which are not produced in this country, the tax has no protective significance, b.ec?use there are no industries in our country engaged in the cultivation of these products. Every dollar of tariff levied on th&nf less the ‘expense of collecting, goes therefore into the tressury. And'‘the product of the tariff on such foreign articles largely consumed amobg us is immense. 'Coffee alone, with the com: paratively moderate tariff of 45 per cent, yielded last year a net revenue of $lO,/837,845 ; and the six articles of tea, coffee, sugar, tobaceo, molasses, and Hqubrs yié}hed a revenue on the same year of $03,585,012~-nearly one-half of the whole custom revenue raised on the four thousand taxed grticles. ;But there are other articles on which we impose a prohibitory tariff—a tariff so exorbitant as to exclude " them entirely. We impose a duty of forty ‘cents a ton on anthracite coal, though thq:re is not. a ton of such coal that we could afford to bring to our shores. This fogty cents per fon on all the anthra-" cite consumed in this country goes not ing) the public treasury as rovenuq;‘i)ut into the pockets of the Penns;;fvania mine owners, as a special bonus for their henefit. 'Vée impose, also, a tax of $1 75 per ton on foreign bituminous coal, which prohibits its impertation. This enormous tax, therefore, of $1 75 on every ton of bituminous coal consumed in this country goes into the pockets of mine owners | also. Then there are ¢oarse woollen goods | largely used by the masses of the people. | A moderi,‘e and reasonable tariff on such | goods would yield a large revenue; but t}le wealthy New England manufacturers epgaged in the making of these fabrics demand and secure an_exorbitant tax on foreign woollens, which almost totally excludes the coarser fabrics. Thus coarser foreign blankets are taxed 140 per cent, equal to nearly their foreign priee and half as much more. Under such a tariff, we do notj import a single blanket of this description; but the people who use ¢oarse blankets pay a tax of 140 per cent. on-each one, devertheless. This tax goes to the New England blanket maker; not a I;llar of 1t reaches the treasury. A similar showirg might: be made of a large proportion of the four thousand articles included in our tariff schedule. They are taxel so high that they cannot be imported at all, and the whole thx on them, in,stead of drifting info the national treas: ury, goes to enrich the few American manufacturers. Other articles, such as iron, pay a large but not prohibitory tariff— Some foreign iron is imported notwithstanding, the tax; but, while the tax on this foreign iron goes into the treasury, the same tax paid on the immensely larger proportion of homemade iron goes .xclusively to the American manufacturer. L 5 ' We have no means of estimating the aggregate of taxes which we pay on the ‘four thousand articles.incladed in our tariff schedule ; but to any one who' reflects that they are paid on almost every con_ceivable thing that the people eat, drink, wear and consume, and that they average ‘5O per cent. on all these articles, it will ‘be plain that this aggregate amounts to hundreds of millions every year. Of this. vast, amou‘sgt, about $150,000,000 goes into the treasury to pay the -interest on the national:debt; but the larger proportion ‘ . probably - not less than $300,000,000, in ' amount, goes directly from the consumers to the ‘manufacturers. It does not bene- ' fit the government a dollar's worth, and it impoverishes the people, It \;doés bene- - fit one class—the i manufacturers—but it | is a burden on all else besides. Thus, by the protective tariff devised by and in ‘the interest mainly of the New England States and Pennsylvania, the people are __ paying at the rate of three hundred mil- : lions a year of their debt, without extinguishing a ‘dollar of it ; for all 'this monpy extorted to from them by a tariff for | the express | purposes of revenue, instead " of going as revenue into the wvational ‘treasury, really goes to the manufactur-
