Grant shall succeed in realizing economy and honest dealing between the Government and the people, and theexacting of honcgt dealing from+the people, it will do a great and?f,vfluable'worfi, and accomplish more than there is much reason to expect. If it shall postpone Canada, Cubad, and Mexico until it has' made economy and fair dealing practical in all branches of the public service, and in all the relations between the Gov-l ernment and the people, Cuba, Canada, and Mexico may rest content that they will not be reached, not to say during the term of Gen. Grant, but during that ot several of his successors, | But this is not the meaning of the correspondent. Correct or incorrect, his meaning n_w'.zobe stated in this wise : After several honest men in office have been displaced in favor of rogues, and several rogues-in favor of honest men, it will be assumed that economy and honest 'dealing have been established ; and then the' character of the administration will be fixed, It will render itself distinctive by a speciality; embarking in the Lzanifest Destiny ;business, seeking glory and renown in the work of making indiseriminate territorial additions to the United States.

Perhaps the best evideuce any Govemmefizever gave of its ability—the best proof it ever offered of its right to exist and continue—consisted in taking the best possible care & the snbjec;fia it had 'ams their actnal boundaries.: Thus far, in the experience of mankind, these functions, when properly performed, have furnished full employment for the most active and vigilant administrations. Just ‘now, we are very confident, that if the executive government of Gen. Grant is endoyeg with superior stores. of wisdom -and - public virtue, they can all bestow to advantage upon the domain already reduced to possession. We confesg—and we are happy in the confession—that we do not, thus far, perceive much evidence of| this filibustering spicit on the part ot the new administration. In the Cuba matter, it has taken thée proper position, and it will, it is hoped, retain it, in spirit as well as in letter. There ie force in the much abused phrase “Lat us have peace.” We neds qeaé'e, not nominally alone, but actually. We need to be taken of the: strain, not only of perilous public acts hut ot sensational ones. We need to get released from present difficulties before running into any new dangers. We need ‘that the Government shall so conduct itself that we may<ease to look upon) it as an antic drama got up for purposes of astonishment to. omrselves and the rest of mankind, and regaypd it simply as a useful instrumentality, whose operations are all ‘the more’ benign the less they obtrude themselves disagreeably upon our perceptions. ; i

General Grant’s Opinion of Himself. Accprding to the Washington corres,pondent of the New York: Heening Post General Grant in private conversation evinces no little displeasure at the manner in which he had been imposed on by men whom he thought he could trust, by ~whom he was induced into making appointments, many of whom had provedi to be improper ones. He further said that in the beginning of his Administra. tion he had made the mistake of promising, under strong political pressure, certain offices, when it appeared afterward that the candidates were totally unfit. for the positions they sought. | These admissions show that Grant is ‘having the conceit taken out of him, and that his confidence in his ability to run the Government is on & marked decline, The people have long since noticed his failure, and it is a gratification to know that the fact bas not escaped -even his own obtuse obseryation. He never was fit for the office, had no sort of capacity for(it, and every day’s experience proves it. v"(l:l‘oreafter when the people desire a political doctor, it is to- be hoped they will not send. for their butcher. : A Maine man gives his method of treating balky’ horses as follows :— “Let me inform the humane men and hostlers and all who hold the reins, ~ that the way to cure balky horses is to take them from the carriage and whirl them rapidly round till tiey are . giddy.
