CIRCULAR.; The reign of " Free whisky," which was inaugurated in 1855 by the overthrow of the Prohibitory Law., has convinced even the enemies of that measure that something is necessary to restrain or hold in check the evils which are inseparable from the traffic in intoxicating drinks. But what is the appropriate remedy? or what can be done under the ruling of the Supreme Court that will mitigate these evils? are questions on which those who deplore the existance of the present state of society are far from being united. The Legislature, at its present session, while it raises almost an unaninous voice in favor of the repeal of the statute of 1855, is not likely to agree on any efficient substitute. Under the circumstances, it is proper that the friends of sobriety and good order should assemble in council once more, and indicate their preference on a subject of so much importance. We the undersigned, therefore, unite in a call for a Mass Convention of the Friends of Temperance, without respect to political opinions, to assemble in Indianapolis on the 18th day

, Mr. Editor : In a late number of your paper, you
called the attention of the City Council to a change of
our present Market hours, and at the same time gave a few pungent reasons for their immediate action in this matter. Since then, however, nothing more has been done or said on the subject. Believing that the present time for holding our markets is incompatible with the interests of our citizens' as well as the farming community, permit me, then) in my own off-hand style, to give a few reasons as briefly as I know how, why we ought to have noon markets during tho winter season. You will recollect that some six or eight years ago when our population was not more than half what it is now, we had for one or two winters noon markets. ' They worked well, both for producer and consumer. They were held at a convenient time for that season of the year, well sup. nlied with fresh and wholesome provisions, and the
general remark was then, what nice markets we have now. . , Kiit all at once an objection sprungj did not suit the convenience of ourc was immediately chained by order simply ask, what soC "at markets have we had since that change?) J-hey have absolutely dwindled down to nothing ijiworthy of the very name. Even our first class butcher? don't attend any more. But, let ine ask, does the present early morning mrkets better suit the convenience of mechanics and citizens generally, than if held at noon, say from half past ten o'clock a. m. to one o'clock p. m. ? I think not. Between six and seven o'clock in the morning.

Then early morning markets cannot be urged as a plausible reason for their special accommodation, unless some few very early risers, desirious of patronizing our few huckster in buying remarkably strong butter at 25 cents a pound, lime packed eggs at 20 cents a dozen, and blue skinned chickens and turkeys that have undergone a salt water cure operation. Further, I contend that thousands of dollars are diverted through other channels from Indianapolis, in consarjuense of the irregularity of our untimely mar Icot hmns. For instance, the farmer who lives some
ten or fifteen miles from Indianapolis, would have to start the previous evening, drive over almost impassable roads, through dark, cold, dismal and dreary nights, to reach in time our early market. Do they do so ?

Then the whole winter marketing business falls into the hands of a few provision dealers and hucksters, to
whom we have to pay exorbitant prices for food, un.
clean and unwholesome.
Now what alternative has the farmer in this state of
affairs. Why he is obliged to sell his produce to country store-keepers and traveling hucksters, for almost one-half less then he could get in cash from our citi
zens, bv having proper and convenient market hours adopted for their mutual benefit. Besides, the farmer don't et the cash for his butter, eggs, chickens, &c, from the country merchants. Oh, no ! they must take it out in store truck, at from 25 to 50 per cent, above what they could buv the same goods from our Indianapolis merchants. "But that is not all. So soon as the country merchant gets a sufficient quantity of such provisions, he ships to the larger ctties, considerable finds a market here, especially butter, and is bought unbyour produce dealers and hucksters at very low rates (it generally being in very bad order w hen received by them,) but they soon put it through the mix-in-process and sell it to us at 25 cents per pound, for a nice new sweet made article, (perhaps the least said about this mixing process the . better .1

no, they pass them to the county Asylum, or otherwise, legally, I dare say, dispose of them, and tho County
Commissioners foot the bill. For expenses of township elections ? Not a bit of it, the county pays. For
roads ? No! they have levied a separate tax for that outside the corporation. , For schools ? No, sir, they have also a separate tax for that, and a large one at that. Well, we are at the end of the row ; and now, Messrs Editors, what we want is for you to tell us for what purpose this money is screwed out of us ? It
may be all right. It may be that the patriotism of
those trustees is deserving my high cominendal the truth of the matter will no doubt show this wlien we once reach it. It looks, without some satisfactory explanation, as if this money, or a large portion of it,
was collected from the people, mainly to pay the officers for so ordering and collecting it. It is very difficult these hard times for many tax payers to spare the amount out ot their hard earning, after defraying the necessary expenses of their families, large or small, to pay such contribution as may be really necessary for publie purposes. We, then-fore, feel it incumbent to look closely to assessments made upon ug and by whom; and we are decidedly of the
opinion that if those trustees, as well as our city trus. tees, are invested with the power to levy such sweepin taxes upon the people, they ought to be shorn of it. VOXrOFULI. ' QUEST K)n"aNSWERED. books for collection. Allow me to explain. The school levy was made on the valuation for State and County purposes in the city, as levies are out of the city for similar purposes, and of course must be collected by the County Treasurer. The valuation for city purposes is much higher than for State and County nearly or quite double ; thereby oversetting uniformity of taxation as between the city and townships for the same purposes; a state of things not to be allowed in respect to public schools.
