On Monday, a test vote was taken on the bill to nrovide for the eh.ct.on of U. S. Senators, by which K deeded that the Sena e is opp05ed to the joint ballot plan. A bill to cure detects in the execution of deeds passed the Senate by a vote of 38 to 5. This bill le galizes all deeds made with a stamp seal, and does

' On Tuesday a resolution to adjourn on Saturday was voted down by a vote of 13 to 82. A bill to authorize the formation of joint stock companies for the building of towns, and an act licensing pilots at the falls of the Ohio river, both passed on their third reading. The Senate went into committee of the whole on the bill to elect U. S. Senators, and adjourned without taking a vote.

HOUSE OF REPRESENTATIVES. On Friday, the judiciary committee reported that a State sub-treasury was inexpedient, which was concurred in by tha House. A bill repealing the Prohibitory Liquor Law of 1852, passed on its third reading, by a vote 86 for to 11 against. By a vote of 51 to 48 it was declared expedient to borrow money to meet the present necessities of the state Treasury, and not to assess a tax for the present year. On Saturday no bills passed on their third reading, but a number of resolutions of instruction and inquiry were passed, and bills on their second reading.
On Monday the committee on fees and salaries reported against the bill requiring legal advertisements to be published in the paper in each County having the largest circulation, for good reasons given, which report was concurred in. A resolution to inquire into the expediency of abolishing the grand jury system was rejected, showing the sense of the House on that subject. This is right. It was ordered that the Geological Eeport of David Dale Owen, State Geologist, be printed and furnished to the County libraries. A resolution to adjourn on next Monday was introduced, but failed to pas3. Other matters of miner importance was acted on, when the House adjourned. ' On Tuesday a good deal of miscellaneous business was disposed of, but nothing of interest definitely acted on.
WAGON BUILDING. For several years past, nearly all the wagons used by the Govenment for army purpose have been made in this city, as well as nearly all the wagons used at the South. There are now in operation in this city three establishments, which carry on the business on a large scale, tor the supply of the South and the Government. Besides these there are forty-two others engaged in the same business, some of whom supply large orders from Texas, Mexico and other remote sections. It is estimated that the wagons made annually in this city for the United States Government and the South will reach over $525,000, and for the city
and vicinity, about $290,000. This branch of Philadelphia manufacture is still increasing in importance, and one of the most extensive establishments is constructing buildings which will occupy an entire square of ground. We copy the above from the trade list of Philadelphia, to show the importance of this trade. It will be seen that Philadelphia sells each year, to the South, and to the Government, over $800,000 in wagons. Why can not those wagons be made here ? Besides these, there is in Indiana and Illinois, to say nothing of the balance of the great north west, over 300,000 Farmers, who all use wagons, and that require to supply them, on fair estimates, 50,000 wagons annually. It is fair to say that there is no point that can compete success, fully with this in the manufacture of common Farm wagons, for the following reasons. 1. Timber, of the best quality, can be obtained here, in any quantity, at $10 00 per 1,000 or one third the price it is in Philadelphia. . 2. This is an Agricultural region, with provisions as low as at any other, and living much less tliau in any eastern city. 3. The ground necessary for a manufactory can be bought for one tenth of what it costs in Philadelphia, and the buildings and machinery can be put upas cheap. 4. This is a railroad centre, from which wagons can be shipped to any point, of the west and south west at less freights than from Philadelphia. 5th. Iron and labor can be obtained here about as cheap as at Philadelphia. These points combined, and especially the fact that timber is in unlimited quantity in the immediate neighborhood, makes this the best point, east or west, for establishing a large wagon manufactory, and we are satisfied that a market can be found here for all that can be made. Will capitalists look at this matter? ' There is no business that will give so certain a return, as the making of wagons by machinery.

al report of the Auditor of Slate, to more particularly call the attention of insurers to the importance of in"
surmg only m those companies that comply with the
law. It can be found on pages 77 and 78 of his report
of this year: The attention of the Legislature is respectfully directed to the inefficiency of the present insurance law, and the difliculty attending its enforcement The opinion given by the Attorney General in 1855, that the law was unconstitutional, is urged in defense of those companies which are doing business in the State, rejpirdless of its provisions. The law referred to does not mako it the duty of any officer of the State or County to prosecute those who assure without the certificate of Auditor of State, but makes it a matter for complaint and indictment ; in consequence of which, agents of irresponsible compauies are enabled to issuo policies and receive preniums in violation of the law; and until a serious loss is sustained, and the worthlessness of the company known, there is no aggrieved party to prosecute them. The law should make it the duty of the County Clerk or Auditor, in whose office the agent is required to file his certificate of authority, to prosecute any agent taking a risk in the county without complying with the law. This would ellectually protect the people from being imposed upon by the agents of worthless companies. The provisions of the present law requiring Foreign Insurance Companies to deposit five per cent, of the premium received in this Slate for the benefit of policy holders, is of but little utility, and has but few ad
vocates outsiue ot tnose interested in maintaining a monopoly of the business of insurance. Companies complying with this provision of our law, are requir-
ea Dy other States to make similar or larger deposits, and are thus called upon to place without their own control a great propo, tion of their earnings, if not their actual capital. Many sound companies, of large capital and undoubted ability, refusing to comply with this provision, are excluded from the State, and our citizens are thus denied the benefit of fair competition. The amount deposited, (five per cent, of the premiums received), is so small in proKrtion to the aggregate value of the property insured, that it is no inducement to any company to pay its losses, and should a worthless company succeed in taking a large amount of risks, and in collecting the premiums, they could well afford to pay the State five per cent for the privilege. A law giving the Auditor of State authority to examine the assets of a company, at their expense, and ascertain the value of the same, at any time when he had reason to doubt their solvency, would, it is believed, effectually protect our citizens from loss. . School Tax. The Trustees of the City Schools,
at a meeting on Tuesday, reduced the tax of 15 cents, levied to build and repair school houses, &c, one half.
The tax will be 7J cents on the $100, and will be
sufficient to pay all indebtedness, and put and keep

Johnston, is not a resident of the state of Indiana.
