' From the London Times August 30th. .v, THE NEW CHINESE TREATIES WHAT ' ... AMERICA AND RUSSIA GAIN.
'' It is vexatious to know that an event so important to our interests as a treaty with China, has happened, and to be without any certain tidings of its details. The treaty has been signed; upon that there seems to beasullieent concurrence of evidence; but treaties with France, Russia and the United States have also been signed, and now England is placed in the competative rush of treaty mongers is at present quite uncer- ( tain. Had we not great connuence m ine uruiueas ana capacity of Lord Elgin we should feel some discomfort at the varying versions of the Russian dispatches ' whinli are sullered to reach Europe. We are told ' that we should treat no man as "the prosperous" while he is yet alive, and we certainly shall not hail Lord ; .fclgin as succes3tul until we have seen nis treaty. ne i authorized version of the dispatch just published by . the Russian Government at St. Petersburg differs in essential rioints from that published by the rench . government, and makes us more than ever axious for our own news. Would mat atureaa 01 covered wire were serpentined over the hills which lie beneath those ... .1 a1 l.i- L' L Eastern seas, that tne anxious iiumgnts wmcu now only fly there might come back answered ! Hie Russian and the American, whose position tyis so little defined in the warlike transactions, have received some reward for their officious zeal in doing the part of go betieeen. The Russian, lgnorainiously expeuea from the mouth of the Peiho when he went there in a single steamer, and the American, so cruelty snubbed by 1 eh when he made a tender of his sympathy, go up in the wake of an English and French fleet, and are permitted to curry favor by carrying Mandarins and messages. Owin2 the toleration of their presence entirely to our force, they receive a treaty as the guerdon of their rather menial olhces. V hat the amount ot these ready concessions is we are not told. It does not much matter, for England and France united are too strong to allow anv mediators to cross their path. Uut the Russian, though so complacent in his powerless little steamer in the Peiho, has himself been a roaring tiger in the North. It seems that upon some day, m the month of May, which is singularly left blank in the St. Petersburg Gazette paragraph, General Mouraveiff, without being oppressed with any of the intrusive cotrm.if?n mill, f'ni.nt "Pufofin nnw onoiimVmra Lord Elgin, settled a some what important negotiation with the court of Pekin. Previously to this treaty the frontier line between Chinese Mongolia and Siberia had been a chain of high moutains, marked on the mans as the Jablonnci mountains, nearly five hun dred miles to the north of the most southern bend of the Amoor river. By means of some military operations which have not obtained much publicity in Europe, and are known only by passages in Pekin ga zettes which speak ot the fabrication ot arms aim gunpowder to resist the incursions of barbarians into Mongolia, the Russisns have occupied all that intervening territory. It is in extent about double the size of the British island, and as it is watered by several streams which come down from those once frontier lulls and fall as tributaries into the Amoor, it is probablv capa ble of cultivation. It is, as we know, not destitute of cities, but we must confess that our information as to its exact importance for habitation and as a basis for turther encroachment is not satisfactory; perhaps the Geographical Society can afford us some reliable facts npon this rather interesting point. But, whatever may be the value of this huge slice of Chinese Mongolia, it has been conquered by force and ceded by treaty. Russia, therefore, is now securely placed upon a navigable river at about the same distance from Pekin as Pekin is from Canton. If, in addition to this, she has now obtained the privilege of free transit for her subjects and agents thnrughout China, we may well understand what power has obtained the most dangerous advantages ; and we can suflicontly comprehend that it is by no means to her interest to see European embassies at Pekin, or to bring that court into close relations with European powers. Whether it would be any profit to us to treat this decrepit Chinese empire as another Turkey, or to attempt to retard its dissolution, is a question we do not discuss ; but it cannot be entirely unimportant to note the course of Russian encroachment and Russian diplomacy in those distant regions. It is evident that if Russia should happen to have any ulterior designs upon China proper, she has by her treaties of May and June made vast strides towards rendering their realization possible. y It is not, perhaps, without its significance that the version of the dispatch published in the St. Petersburg Gazette makes no mention of any stipulation for the reception of diplomatic agents at Pekin. We are not hastily to believe that because this fact is not mentioned it does not exist; but its suppression in the notification of the St. Petersburg Gazette may show us that by the Russian government it is either not considered of much importance, or not looked upon with much favor. As the former can hardly be the case, we must take the latter as the explanation. If we are to have Russia pressing close upon the frontier of China proper, and in a position to whisper commands into the ear of the court of Pekin, the necessity of some diplomatic agency at Pekin, assumes a new importance. Leeds is interested in this, for Russia has shown that she is ready to pay high for the monopoly of the Chinese market for her woollens; and we are all interested in a more general degree, for if Russia should obtain any overbearing influence in China, that influence would be certain to be brought to bear upon our teas. In addition to the paragraph in the St. Petersburg Gazette, the continental papers contain statements, unvonched by official authority, as to the amount of indemnity conceded by the Chinese for the destruction of the factories and the expenses of the war; and our intelligence from Hong Kong is to the effect that the new Chinese Commissioner in the South, is acting in practical oposition to her superiors at Pekin, and is attempting to raise the populace against us in the province of Quantung. We have learned to receive with great caution the surmises made at Canton as to the doings of the Chinese outside of the city, but we know suMcent or the othcial business in China to be certain that it is quite impossible for any State official to act without full authority from Pekin. We are now arrived at the point at which the emperor must be held responsible for the acts of his Ministers, and, if this information should turn out to be correct, the pressure upon Pekin can not be safely removed until the Governor of Canton has been recalled and punished. As to the amount of indemnity, the report may possibly come from Russian sources, but it is not, therefore quite reliable. We now know that the information was conveyed, not by telegraphic dispatch from Moscow, as we had ventured to surmise, but by an aide de camp bearing dispatches. We have the additional discomfort, therefore, of knowing that the Court which put forth these messages and inconsistant accounts has been for many days in possession of actual copies of the treaties concluded. The European public is not much indebted to Russian courtesy in this matter. All we can do is to wait as patiently as we may the arrival of our own intelligence, and to receive with proper caution the incongruous scraps of news which are vouchsafed to us from St. Petesburg. ' Alexander vox Humboldt completed his 89th year yesterday, having been born Sept 14, 1769. What a life his has beenl So crowded with the most eventful experience, the highest usefulness, and the noblest triumphs. And yet, at this advanced age, he is still actively engaged in the service of science and humanity. The fourth volume of his " Cosmos" was issued during the past year, and he is now engaged in writing the fifth. AVe can recall no other career in history so favored by nature and by fortune. Ilad the submarine telegraph been in operation, a body of his admirers here would have sent him a congratulatory dispatch, which would have reached him" on the very day it was sent from this side of the ocean. This would indeed have been a greeting from the New World to the Old. A". Y. Tribune.
Horse Statistics. It is estimated that there are 50,000 horses in the State of Massachusetts, 221,000 in the Tew England States, and 4,500,000 in the United States. Ohio stands foremost in the number of Tiorses, New York next, Pennsylvania next, Kentucky, next, and Minnesota List of all. Estimating the horses of Massachusetts at $75 per head, their value will be $3,750,000, and all the horses in the United States at the same rate, would make a value of $337,500,000, or more than three times the whole cottori and woolen manufacturing capital of the Union. Tlie horse interest is a most important one to the wealth and prosperity of the States.
' SCRIPTURE AND SCIENCE.
We have been interested in an article in a late number of the Presbyterian Quarterly which reviews and compares the Mosaic account and the received scientific theories of creation. . The writer of the article appeal's to understand the subject thoroughly, and in the course of his argument gives a careful exposi tion of the Mosaic record. J. he conclusion is in the fbllowincr words : In the beginning, God created the substance of the heavens and the earth, and this substance was without form and void, or diffused throughout space, it was dark, and the Spirit of God caused a motion to commence in it. trou enuueu a part oi it wuu mimuuua properties, and a part he lett dark; he then caused the light to separate from the dark matter, and named the liirht matter dav. or the warmth-nrodueins matter: and the dark he called night, or the moving-around matter. This constituted the first day. On the second day he caused the matter of the heaven and the earth, or of the universe, to separate and divide into distinct masses; and to the space which contained these masses, togeth er with the masses themselves, he gave the name of heaven. I his was the work ot the second day. un the third day he caused the masses of matter to be come consolidated, and gave to the one which we in habit, the specific name ot earth, and to its collection of waters, seas. He then clothed the earth abundantly with verdure of all kinds, and commenced its preparation for the residence of man upon it; this was the work of the third day. On the fourth day he arranged the motions of the heavenly bodies, both w'th reference to the earth and to each other. On the fith and sixth days the preparation of the earth for the residence of man was completed, and man was placed npon it. vv e have thus a clear, definite and intelligible narrative, which agrees throughout with the teachings of the most perfect science. We have not space now to review the various phenomenon of nature, which bear us out in the assertion; but those who have studied the subject will understand the full force of the declaration 'that, if one should seek to eivea sketch in the fewest words of the Celestial Mechanism of Laplace, the Cosmos of Humboldt and the geology ot the latest and Dest authorities, he would do it in the very language of Moses. Here, then, we have presented to us the wonderful spectacle of the grandest conclusions of science, epitcn mized, arranged, and accounted forages ago, at a time when we are accustomed to look upon the world as in its infacv, and when all the nations, except the one to which this wonderful writer belonged, were plunged in the darkest and most degrading idolatry. V here did Moses get tliis knowledge so absolutely perfect Was it not from God ? and is not this chapter, over which such a premature shout of triumph has been sent, the most convincing proof of the inspiration of tne scriptures i And so it wiu ever oe, no matter what assaults may be made upon it, whether it be in regard to the unity of the race, or some other wliich shall yet be brought forward, all will prove in the end futile, and the Scripture will come out of the contest like the three Jews from Nebuchadnezzar's fiery furnace, without even the smell of fire having passed up on them. . It were well in these days of skepticism upon all subjects which men cannot grasp to their own satisfaction and the reasons of which they cannot comprehend to bring frequently before the public mind these results of careful examinations of science and theology. They can only result as the above, in show-. ing that God in creation and revelation are the sanie forever and ever. ,i I: Administrator's Notice. ... ; , '' NOTICE Is hereby given thot the undersigned lias been op, noinled Administrator of the estate of Lema Hrewer, lalo oi Marion county, deceased. ROBACK, ttio emiuent Swedish Physician, succeeded in froiliicinp a medicine from twenty-ihrue different mountain icrba of his native land, wliich acts directly upon the cuuseg of disease in the blood, mid by restoring the corrupted fountain of life, to a condition of health and purity, expels dig ense from the system, wherever it may be luwited, or whatever may be its character. Indigestion, nervous complaints, epileptic aud othor fits, coughs, consumption in its early sta?ea, sore throat, bronchitis, lever und ague, asthma, low spirits, sexual incapacity, femenine weakness pricking of the skin, symptomatic of paralys, rheumatism neuralgia, tumor, cancer, diabetes, lassitude and debility, diarrhea, and all other disorders of the organs of respiration, the liver, the kidney, the stomach, the nerves, or the muscular fiber, are unerringly cured by this preparation. It is to the materiermorbi or seeds of disease, what an alkali ia to nn acid: it neutralizes them with absolute certainty, while at the same time it rvguhites the secretions, removes obstructions from thw bowels, creates appetite, renews bodily vigor, and regenerates every animal function. Such is the nature, such are the effects of Dr. Koback's famous Scandinavian Blood Purifier, winch, if taken in conjunction with his Scandinavian Blood Fills, will not only ob literate the most painf:tl disease, but prevent their recurrence, and lengthen life bevond the ordinary span. In the SCANDINAVIAN VEGETABLE BLOOD PILLS, Dr. Roback presents the result of over twenty years of experience, hard study and experiment as to what a perfect pill should be. No one can doubt their superiority after one single trial. Price of the Scandinavian 13 1 ood Purifier, $1 per bottle, or $5 per half dozen; Scandinavian Blood Pills, 5 cents per box, or five for SI. From the Rev. Mr. McMullen, Pastor of Roberts Chapel : ' 1N1MANAPOLI8, Oct. 5, 1857. Dr. Roback Dear Sir : I have used your Blood Purifier for "a nervous aflef tion, from which I have suffered much at times. While it is pleasant to the taste, it certainly has a happy effect upon the nerves. Please accept my thanks for your kind regards and believe me, Yours, , J. W.T. McMullkn. Cincinnati, Friday, Sept. 4, 1R57. Dr. Roback Denr Sir : Having been afflicted with nenralja or rheumatism for the past year and a half, and having seen your medicine, called the Scandinavian Blood Purifier, highly recommended by gentlemen Willi whom I am acquainted, I was Induced to try it, but not before I had used various other medicines. After using two bottles, I felt its effect very sensibly, and upon usini: two more, 1 found myself perfectly cured Yon will allow me, therefore, to congratulate you upon making a discovery in medicine which is proving itself to be a worker of such wonders in the diseases of the human family.
