I turn from the contemplation of this deplorable, sickening state of affairs to a present, sweet and high enjoyment. It is yet early in the vnorning. The sun lias not dispelled the dewy freshness of the air. The bright blue sky is 'kerchiefed in a comely cloud,' and the cool west wind frisks among the forest leaves. I have placed my guitar upon the window-sill, and have jowered the window-sash, too, within a small distance 0f the strings. Softly there steals over my senses roost beautiful and sweet, though wild, music. I close my eyes. Low and trembling are those harmonies now now swelling till they fill the room wherein I git, and now dying away into a whisper, soft as that in which the zephyr breathes its love into the evening's car.- Eagerly I listen ; a dream takes hold upon my mind ; I seem to be an auditor of the grand and holy harmonics that shook the spheres with sublimity 'when the morning stars sang together, and all the sons of God shouted for joy.' Pardon the incongruity between this and the preceding portions of my letter. To me, art generally, nd the 'divine art' particularly, is an inexhaustible theme for rhapsody, but I must not now consume more 0f your space, much as I should like to do in this man ner. 1j TECULIAR CIRCUMSTANCES. Jin. Editoj : I appreciate your courtesy, and wilj avail myself of the benefit of your proffered columns to set myself and neighbors right with refence to the difficulty about the location of a School house, in Dis. trict No. 3, in Centre Township. The Township Trustees selected a site for a School house. I and scv. oral of my neighbors appealed from this act of the Trustees to the Superintendent of Public Instruction. The following is the opinion in full of the Superintendant : i " From a full consideration of all the facts presented in the appeal of citizens of District, No. 8, Centre Township, Marion County, I am of opinion, that under the peculiar circumstances of the case, I ought not to interfere with the action of the Trustees." . . ., ' Trustees for reasons best known to themselves may be to " set themselves right before their constitu" ents" have seen fit to have the opinion of the Superiutendant published in your paper. Now we had determined to receive with quiet submission, any decision the Superintendant might give, and not pester the Public with our squabbles. But when the published opinion of the Superintendant says that .peculiar cir" cumstanccs make it proper not to interfere, then we feci like making known some of these peculiar circumstances. 1 . "We had a District organized by the Trustees some four years ago, and a School house therein, and were doing what we could to educate our children, by having school from three to nine months in the year. All were satisfied. The house was thought to be at the proper place. ' The District ran North of the school house one mite South about the same distance.' Last Spring the Trustees informed us they wanted to build us a hew house, and requested our Director to call a meeting to take the opinion of the citizens of the District, that the Trustees might know where to build the new house. The Director accordingly gave notice of a meeting. They met, and decided by vote, in lavor of the old ground. All that opposed the old location, wanted it moved North one-fourth of a mile to a high piece of ground the old site being low ground. The Trustees disregarded the wish of the District, and de" termined to locate the house more than half-a-mile South of the old house, on a section of land, on the whole of which there is not more than 2 or 3 schollars. With such location those on the North and North-east of said District, would be virtually deprived of school) some of them having to send small children more than two miles by road, or through several farms and over fences. In view of these facta we got up a petition which was signed by every man in the District, with one exception, that had sent to school, asking the Trustees, before they had commenced working on the new house, to change the location back to the old ground. They refused to grant our request. "We then asked the Trustees for a copy of their proceedings that we might take an appeal. They told us that they kept no record of their acts in such cases. We then, through Hon. L. Atres, wrote to the Superintendant the facts as above stated. The following is his letter in reply : ' Office of S. of P. Instruction.) . . t Indianapolis, May 1, 1858. ) Dear Sir : For two weeks I have been sick with Typhoid fever, and this is the first day I have been able to hold a pen. This you will, I hope, receive as the sufficient apology for the delay in answering your letters. " Owing to the shape in which the matter comes before me, I cannot make a formal reversal of the decision of the Board of Trustees, as that decision is not before mo. . 1 can only give you my opinion of the Law bearing on the case. "' . 1. In the original locating of the sites for school house, according to Section 8, of the School Law, the trustees have sole and absolute power, and no vote or petition of people is of any legal force. - 2. After the location is once made according to Section 8, and the people have made their choice according to Section 10, and the district is organized according to Section 10, the Trustees have no power to change the site of any school house, or remove the house, except in accordance with the request of the inhabitants of the district as provided in Section 105. : If your Trustees persist in violating the provisions of Law, you must apply to your Circuit Court for an Injunction. I have no power to restrain them. I return the papers, as you may need them. . . . ; Respectfully, i - - : - W. C. L ARRABEE. The Superintendant has pointed to the law, whichi he thinks, will not allow the Trustees to change the location of a school house, after the district has been organized, without the consent of the District. Now whether peculiar circumstances may, or may not con travene the law in such cases, the Superintendant of course is the Judge. For it is a matter not disputed that there has been but one decision in the district as o where the new house should be located, and that was in favor of the old ground. But if the Superintendant has changed his opinion of the law, since writing to us his first letter which he had a right to do all wo have to say is, the light by which we were guided has gone out, and we in future should never forget the advice of Solomon meddle not with them that are given to change, Prov. 24.21. Further as to. circumstances. , After the house was nearly completed, and after wc had labored hard with the Trustees we succeeded in getting them to makei record, and send up an appeal Some of those living near the new house sent up a remonstrance against our appeal, signed by several that had signed our petitionj and being scarce of names they went out of the district and procured the names of six that lived in an 'joining District. Such is only a portion of the grievous and pecub'ar circumstances which surround this case. " ' " ' " WM. The U. S. Consul at Antwerp. We perceive by recent Antwerp papers that a pleasing ceremony, in which Americans are interested, took place in that famous old city on the 5th ult. We learn from them that the American captains then in port had intended for some time to present a souvenir to Mr. A. D. Gall, U. b. Consul at Antwerp, in token of their respect, and in recognition of the manner in which he discharged his duties, as well as the number of services which no has rendered to the commerce of America and Belgium. For this purpose a subscription was entered into, and the result was a cane with a massive gold head, richly ornamented, and bearing the arms of the United States and emblems of

The building and lot owned by the old State Bank of Indiana, on Illinois street and Kentucky Avenue, was sold on Wednesday to the new Bank of the State of Indiana, for the sum of 16,100. There were four sealed bids for the prop erty; one for $12,000, one for $15,000, one for $10,000 and the other, that of the Bank of the Stat", for $16,100. The old State Bank, with the Sinking Fund, erected this building some eighteen or twenty years ago. The money was paid down lor the building and lot, and the price ot the property shows that real estate has not declined, nor remained stationary, in India napolis.
