Proceedings of the City Council. On motion, by Mr. Sulgrove, the following preamble andjesolutions were adopted : r Whereas, it appears by the annual report of. the Secretary, that the indebtedne-s of the city, on account of outstanding Treasury draft?, notes, and judgments,' was on the first day ol May 1849, about 2,800; ' And whereas, of the scrip issued, and yet to be issued for the improvement of streets, amounting to $4,847 00, there will be redeemed in the collection of taxes during the present year, at the present rate of taxation, about $500 CO ; And whereas, it is believed that any attempt to collect the s'mall pox or Hospital tax of 184f, returned delinquent, will prove fruitless, and that the sum collected amounting to $766,51. ought in justice 10 be refunded by a corresponding credit on the tax for general purposes for the current year, levied against those who have paiu.said Hospital tax; And whereas, to sustain the city government as required by the provisions of the charier, to provide for repairs of bridges, and such improvements as are absolutely necessary to protect and preserve the hen h h of the city, there will be required the sum of about $2,000 00 thus forming a total charge againsi the receipt of the city for the current year, in unpaid Treasun warrants, notes, judgments, redemption of scrip certifkatts. repayment of small pox tax, and ordinary expenses, the sum ol about $6,000 00; " And whereas, the estimated revenue of the year 1849, which is liable to the discharge of this liability, at the present rate of taxation, inclusive of such -sums as may be received from other sources,, will not exceed the sum of $3C0 thus K-aving a liability unprovided tor at the expiration of the present financial year, viz : May 1, 18.0, the sum of about $2,4tO CO; It is therefore the opinion of this Council, that to aid in the extinguishment of ihe city indebtedness, which is eonstan ly accumulating by the rendition of judgments, interest and costs, and to enable the ciiy authorities to provide means for such ini provenientsas will have a tendency to remove, as far as practicable, the causes of sickness and disease wiihin the city limits the tax for general purposes ought to be increasi d ten cents on each one hundred dollars valuation of property returned by the assessor for the year 1849. That the opinion of the people, as to the propriety of such increase of the rate of taxation, may be elicited and ascertained : Be it hesolctd. M. on said day, at the same places, and under the direction of the same Insp ctorB as at the recent annual election for Mayor and Councilman for the purpose of holding an election to determine whether or not, the city authorities thail be authorized fo levy an additional tax : f ten cents on the assessment of property, returned by the city assesor for the year 1849 : which tax shall be applied to the payment of the city indebtedness, and such improvements only as may be necessary to promote the healthof the city, and provide for the safety of-its inhabitants. . lusolvid, That all voters who are in favor of the levy of 6uch additional tax be requested to endorse on their ballot the word " Tax," and ihoseopposed thereto the words "No Tax." Resolved, That the election shall be governed in all respects by the same laws aa are provided for the holding of the annual city elections. v Oidered, That the President issue his Proclamation for such election. - PKOCLAMATION . IN compliance with the provisions of a re.-olution of the City Council of Indianapolis, notice is hereby given that an election will be held in the several wards of said city on Saturday the 9th day of June, 1819, between the hours of one o'clock and four o'clock P. M , a t the following places, viz : 1st Ward, John Little's Tavern, v Daniel Keely, Inspector. 2d " Court House, Henry P. Coburn, " 3 i u Ifrown House, Thomas Reckards," 4th " District School House, John Douglass, " 5ih ." Espy &, Sloan's Cab. Shop, Wm. D. Wygant, 11 61 h " Washington Hall, J. Van JBlanct.m, " - 7th " District School House, Thos. Buchanan. " for the purpose of determining whether, ornot,-the Uity Council shall he authorized to levy an additional tax of ten cents on each one hundred dollars valuaiion of real and personal property returned by the Assessor for the year 1849. to beapplied exclusively to the payment of the city indebtedness, and such improvements as may tend to promote the health of the city. All voters who are in favor of the levy of such tax, will endorse on their ballot the word " Tax." Those opposed thereto will in like manner endorse the words " No Tax " The judges and clerks of said election will meet at the Council Chamber inlaid city on the Monday next succeeding such election at 10 o'clock A. Mr. Kocpler occupying the pulpit, after being defeated at a late election The friends of the successful candidate objected, and a general fight ensued, the Riot was quelled by the timely arrival of the Mayor.Journal. - -
