With labor troubles piling tip. the I'mted States Shipping Hoard today turned to the council of national defense for help. The labor committee of the defen-e council, was ask.il by Chairman Hurley of the shipping board to review the labor troubles in the Seattle yards and offer a suggestion as to a remedy. Chairman Hurley and Admiral C apps believe that the c-ust of the situation lies in the settlement or the Seattle difficulties. They have received no otlii-ial advices concerning the San Francisco strikes and have sent no arbitrators there. It was stated today that every effort is being made to settle the Seattle difficulty anil that this settlement will be used as a basis for adjustment of every other labor trouble in ship yards. William Hlnckmon, an arbitrator of the department of labor, has been temporarily attached to fl(. shipping board and will act as an arbitrator in all labor troubles. The settlement of the Scnttle strike has been placed largely in the hands of Illackmon. Samuel fiompcrs, chairman of the labor committee of the council of national defense and president of the American Federation of Labor, will confer with Chairman Hut ley of the shipping board late today.
