He will be asked to reveal the secrets which it has been claimed are hidden in the state department which those who should know say proves beyond question of doubt that the political controlling faction in
Germany planned and still plana to
make the L'nited States pay the Oerman war debt. Frankneaa Neeeaaary, KranUness al.-o will be necessary if the situation in congress is to be sijuarely met. There are senators and representatives who honestly believe that the Cnited States made a mistake when it entered the war. There are others who equally as honestly believe that peace can lie made now and that this peace will be of a lasting character. The great majority, unqualifiedly endorse the war and earnestly support complete prosecution of it. This latter element is loath to ride rough shod over colleagues whose intentions admittedly are honest. They have done their best to shut oft all discussion of questions of peace in the hope that the president would see fit to speak. Today's senators who believe that open discussion of peace aims and objects is unwise were prepared to insist that all such talk be made in executive session with the public and the newspapers barred. That they had the power to do so was conceded but there was openly expressed opposition in many quarters to ordering such measure which was certain to be seized upon si sign of weakness in Berlin and Vienna.
