CONTINUED FROM PAGE ONB. reports from Berlin tunny are to be credited. The German consor.ship has been tightened in the pu.sl few days but sufficient has come through to show that the empire is aluoudcd with black menace. Leaders of the libeml factions in Germany arc threatening trouble unless they succeed in their parliamentary aims and this has led to open talk of revolution In the Danish press. Whether Vice Chancellor HelfTerich, F'oreign Secretary Zimmerman and others are to be dropped from the cabinet, is not yet definitely known, but there is every indication that Dr. Von Bethmann-Hollweg, the chancellor, will remain in power with the support of the kaiser. Incidentally the fact that the kaiser and the chancellor are now in political league show that peace with annexa tions and indemnities for Gel many would be a "kaiser's peace." The emperor has been won ovor to the most radical demands of the Pan-Germans, evidently, if he was not always secretly in sympathy with their ambitions. A big faction of the liberal element want not only immediate political reforms within the empire, but a speedy peace. They realize with the pronouncement that it will make fact only on terms of indemnities and annexations.
