"Mr. Oman diseharged his duty most rapal.ly. His metinjr with th''

In short, he hail the 'goods.' The avprage valuation in Howard county on automobiles is $lio; on horses. $71; on cattle, $.'11; on sheep. Jti.Sii; on begs. $7.75; on sets of household goods, :r; on sets of farm implements, $41. "In the face of the comparison Mr. Cragrn made, the local board could do nothing hut frankly admit that Howard county's valuation on these classes of property was not wbat it should be. To have argued to the ronfrary would have been to contend that Howard is not as good as an average county and ought not be recu:red to put its property in at the average valuation. The board would not put the eounty in any such absurd position as that, of course. "When Mr. Oagun eame to the cor porations. he made it plain extremely plainthat the state board does not think the domestic corporations operating in Howard county are bearing anything near their just share or' the tax burden. He told the local board what the state hoard would like to have donp here in tho matter of assessing corporations. It was as follows: " 'Tjko the tangible property of eac h corporation is returned, adil that to the real estate assessment, subtract !he sum of the two from t'.e capital stock anil then assess the remainder of the capital stock as hanks are asses'd at 7a per cent of the cash value.' "Should the foregoing rule be applied it would add hundreds of thousands of dollars to the valuation for Howard eounty."
