(by the International News Service) EL PASO, Tex., March 28.--The strictest censorship was laid on all dispatches from Chihuahua City by Mexican military authorities at Juarez today while reports of skirmishing between Villistas and Carranza troops south of the state capital persisted. Men in close touch with Villa's movements declared they did not believe his real assault on Chihuahua City has yet begun, though they reported Villa bands closing in upon the Carranza stronghold.
