For tha second time this week the scheduled letting of a contract for a road improvement fell through yesterday when contractors failed to sub-

unit bids on the improvement of

three-mile stretch of highway oa the county line between Montgomery and Boone counties. The Boone county -wii(nn were in rtuv-fnt-dKville. to join with the Montgomery board in letting the contract. They returned to Lebanon when they learned no bid had been submitted. The increased

cost of material caused the failure of

contractors to bid on the work, the jump in prices having occurred since the engineer's estimate on the job was made. 1 he difficulty in letting the contract for the proposed improvement follows a long litigation through three courts. The insue presented in the fight for and against the improvement of the road was an entirely new question in Indiana and the authorities hail no precedent upon which to base their action.
