KRESS Mi TORESPOrlDTOTHE PRESIDENT'S CALL Members Hold Themselves in Readiness For Work.
SENATE AMENABLE TO PRESIDENTS CALL His Grip on fpper Branch of ("onRress is Complete Arming of Ships. IIY JOHN EDWIN NEVIN. Iff' lie Inlrnfitx'nul .cm- eVrlre.) WASHINGTON, March th Members of both houses of congress held themselves in readiness today for qjick response to President Wilson's call for an extraordinary Bession. The summon-ng of the legislators back to the cap tel is hourly expected, It may he tenv.oi.ualv delayed, however, by President V. ilson's slight illness which kept him confined to his bid all of yestei.l u nod from which he had not reci.v.,.l today. Administration leaders declared that w-ith the asombltng of congress the rei.umption of American commerce on the hu:h t?eas will take place immediately. No difficulty it anticipated In jamming through both houses, the sp'sifii uuthoiity for the piesident to arm American merchant ships nnd send them forth in defiance of Germany's submarine decree. I'resid'-nt Wilson's grip on the penate was about us complete toliiy s.1 any executive ever attained. Under white house pressure, the sonata swept away traditions of a century find a quarter and adopted a change to the senate rules which r. ul hereafter prevent nny "little group of wilful men" from holding up by merely talking leglation which the administration considers vitally affecting the health of til? hat.wn. Will Be Little Delay. Little delay will be eeicised in assembling the congress. The senate already is in extra session and members of the house, new and old, have been notified to be ready for the call. If the president so desires the machinery of the entire coneress can be set in motion by March 20. No obstacle remains in the path of prompt enactment of the measure giving the president power to m m American ships and to ue "such other instrumentalities and methoiis'1 a.-. Ie- nirty .leem nesi-ary to protect American lives and commerce en he "--"h seas. Administration leaders wer exultant today. They d-dared the senate vote on the cloture rule showed that the senate is eager t support the president. Even the opponents to the armed neutrality hill admitted that the measure could he passed within 4R hours after the re-assembling of congress. To be Armed Anyway, Regardless, however, of whether there is an immediate call for ron-gref-s, Amorican merchant ships are to be armed. Both Secretary of State Ijinsing and A ttomey-gce'al C.reg. ry have assured the president that he versessea the Authority to ecpiip American ships with puns for defensive purposes. What President Wilson most desires to show is that he has a united congress and nation hehind him. The "little group of willful men" who prevented the last congress from giving liim such authority afforded to Germany such satisfaction and to Washington much chagrin. The fact that the German press held up the "wilful" senators as representing the "best spirit in America" seriously disturbed the administration and made the necessity for a new congress all the more apparent in administration circles. The adoption of the cloture ru!e also has cleared the way for important legislation. HELD I P BYC-nOAT.
