CHESTER'S CHARGE It has long been known that foreign Influences make a special effort to transmit to tho United States that character of Information which will be most effective in shaping American public opinion favorable to European Interests. It has not been thought, however, that crafty attempt to shape public policies In the United States had gone to the extent indicated by a recen letter written by Rear Admiral C. M. Chester to the Chicago Tribune. In that letter Admiral Chester compliments the Tribune on its foreign correspondence and says: "I have come to learn that the only truthful information that comes to this country through the Chicago Tribune. All other news Items that reach the American public are of British manufacture and unreliable." It ia to ba assured, of course, that Admiral Chester's remark applies particularly to dispatches that relate to national and International politics and not to tha transmission of news regarding ordinary current events. Admiral Chester has been In the navy since 1863. He was
made a Rear Admiral In 1903, since which time he has seen service wherever the ships of the American navy are accustomed to go. He was connected with the Navy War College in 1901 ; was strperintendant of ths Naval Observatory from 1902 to 1906J served In a special capacity in the Bureau of Equipment In Europe until 1908', was professor oi naval science In Yale University in 1917, and Is cow president of the Interoceanic Engineering company, in charge of large business sf fairs in connection with industrial development In the Otterman Empire. His opportunities fcr observation and his high standing as an American citizen would Incline the average reader to credit Admiral Chester's statement with a very large measure of authenticity. Even If some allowance be made fcr a little extravagance of statement, nevertheless, It is readily apparent that American readers of foreign dispatches will do well to make
a liberal allowance for foreign prejudice in the shaping, the limitation, or tKe coloring of information that comes to this country bearing upon international issues. Commenting upon the frequent dissemination of inaccurate information the Chicago Tribune well says: "Compare our situation with that of European countries which, because of the intrigues of their diplomats or the lack of energy and initiative of their newspapers, are given only handpicked news designed to leave the public in ignorance or to mislead. People so misinformed can be, and axe, led blindly into all sorts of international complications and ; errors which they could avoid if they knew the truth. It is difficult encu .. . :...;raie knowledge, to find one's way through the complications of European and Asiatic racial and nationalistic intrigues. It is impossible without accurate knowledge. With accurate knowledge of foreign conditions and capable men to stand for this country In contact with those who sway foreign conditions, the United States is safe."
