This is at variance with the record so far available. Opponents of the measure who have sought to discredit it by applying the term "subsidy" are meeting with increasingly cool reception under the educational campaign that has enlightened the public as to the real meaning of the administration's plan the need that it aims at meeting and the scope of its effect. The more the people realize the meaning of the merchant marine plan the more they realize its mrit and the need for its enactment. This is a measure that calls for support, regardless of party affiliations and sectional prejudice. The administration's program is directed along lines that assure benefits not only to shipping, but to the nation as a whole; not only to seaboard interests, but to the interior. The promotion of foreign trade via American shipping would be beneficial to all elements of the population, and the establishment of the merchant marine on the basis of a secondary defense In event of war would mean increased national protection. The fact that increasing support of the measure is being registered in Democratic strongholds of the south shows that it is non-partisan in appeal.
Regardless of the merit or otherwise of these bills, the return of the filibuster is to be deplored. Beside-3 its waste of time it is ethically indefensible, since it befogs the issue. The resort to parliamentary tactics of obstruction instead of a straight-out vote on the measure at issue is a species of political petti-fogging with infinitely more possibilities of thwarting than advancing the wish of the people. Votes are swayed by irrelevant factors and worthy legislation is more often prevented than vicious legislation is defeated by this circuitous method. But with the margin so close in the next congress, the country is probably going to see a lot of filibustering in the next two years.

RETURN OF THE FILIBUSTER The narrow majority of the Republican in the new congress has revived the filibuster. It is, according to reports, to be invoked In the special session of the present congress and in the regular session in December to hold up legislation and force a special session of the new body before the regular session 13 months
hence. The ship subsidy bill, regarded as likely to get through the house in short order, is, according to this program ,to be obstructed in the senate until the new congress, when it is believed to have no chance of passage. The Dyer anti-lynching bill and the loan to Liberia, the other pending measures, may meet a like fate.

And he is right in his contention, for transportation is essential to prosperity, and for transportation ocean-going vessels are in their own way as important as railroads or inland waterways. There are some persons who admit the truth of this proposition and yet hesitate at the idea of a ship subsidy. These good people are of the type who balk at words and are frightened by shadows. No one will deny that the country is committed to a policy of protectionand what, after all, is the government shipping bill but protection applied to transportation instead of to manufacture? It merely extends in another direction subsidizing processes long In effect but not generally recognized as such because they are not so labeled. What are the irrigation dams and the water sheds set up by the federal government in co-operation with certain states if not a form of subsidy to landowners, stock raisers and agriculturists? What are the land grants and franchises given to railroads? Subsidy. What are the advances made for highways? Subsidy. What are the farm mortgage banks for if not to provide to those concerned at least an indirect subsidy? These are all beneflcient applications of a principle with which the public is thoroughly familiar. Why deny its potential beneficence in another quarter because it happens to come forward under a different designation? It is high time to quit quibbling with words and to get down to the brass tacks of the situation.
