TALKS ON CRIME

Deposed Chicago Law Enforcer Gives Address In East Chicago. Rev. J. H. -Wir.lajnson, "tho Cg-ht-Ingr parson" as ho la known since relieved from his official position as law enforcement commissioner of Chicago, mad a vehement appeal for community society to organize In a conserted fight against organized crime, when making- an address at a public gathering of the Men's Club at the Congregational church in EiiM Chicago 'ast night.

ORGAMZED miME SPREVDLVO Taking- the great cosmopolitan city of Chicago as a gigantic center for all classes of organized crime. Pev. Williamson showed by a table of statistics that crime was becoming deeply imbedded into the social and political life In almost every metropolitan city of the United ftatci. In Chicago he said crime was organized fifty years ago and ln tea 1 of being stemmed at that time It hs.d grown with the size of the city until now the varied classes if crime have become so deeply in-!ron.-hed that they now operate rat-ipant unmolested. MKTIRED FROM CRADLE "Unlike in o s t well organized bodies, crime does not publish its operations," said Rev. Williamson. "It has a. method of getting into personal contact with every subject r cog of their organization without the outslda world much the wiser. "Becoming acquainted with young boys and girls of all classes of society the Invisible hand of crime creeps into their life, nurtures them from the cradle up, If you will, and educates these same boys and girls upon the world as murderers, robfcera. .bandits, dope flend3 and derelicts of society. Go Into any

largo city, not a'.one In Chicago, and you will find this condition existing Just as I have depicted," said Rev. Williamson. CRIME "OrtXISHADLE" The speauker pointed out that crime had become so well organized that there now exists an Immunity sphere, parties of which are protected from their crimes by the law. Thia sphere or organization ranges, said the speaker, from automobile speeders to murders. lie mentioned a case of one man who had been arrested 205 times In Chicago and released by the police and Judges without being brought to trial. Fivo of these charges, he said, were for rr.'Jrder. "If the robber or burglar Is arrested and brought to trial nine times out of every ten he Is released on bond which Is usually forfeited when he fails to return in answer to the cha-ge. The prisoner

is so well protected by the professional bondsman and shyster lawyer that he does not fear the chances of being punished. If released on bond It ts a sure bet that this same man will have picked out a place before sundown which he will rob so as to pay the shyster lawyer and professional bondsman. Eight out of every twelve murders and robberies committed in Chicago are by these men released on bond." said Rev. Williamson. He continued, "I am certainly glad to hear that certain well known Judges are lakiriir action to stamp out or curtail the practices of these professional bondsmen." The crime commission of Chicago expects to have the actual signer of the bond to fill out a questloniere disclosing his exact states as a citizen and taxpayer befo teleastng the prisoner on bond. T.M3 he said will decrease the percent ige of bond forfeitures, which last year shrunk from J5.000.000 to less than 1500.000. WHILE CHICAGO OFTFICIAX. He reiterated his experiences while enforcement commissioner of

Chicago. "Investigating conditions in Chicago I presume would be like any other coomopolltan city of the United States." Kev. Williamson said. "1 found In Chicago what you probably would And in New York City, New Orleans, San Francisco, and any other like sised places vice, gambling and other crime rampant, operating under protection of the law. 1 reported my findings and when the 'higher-up' failed to act. I threatened to expose certain city and bank officials who were working hand in hand to protect these vice rings. When things became too warm for city officials 1 was f.red, canned, Oiistcd for exposing conditions as they really were If nha opportunity came asrain I would forfeit a $10,000 Job.

Williamson. KEYSTOM5 CLUB As an organizer of the Keystone Club, Rev. Williamson made an appeal' for lh younger people of every community to enlist into this organization for the sake of better society. Looking forward twenty years.it Is the purpose of the new organization to create public f-enll-n.ent to make the political and social situation what it should bo.
