ANOMALY

There's a strange stuation in the camps of the indigent. While the employment office, conducted by Ed Kroer in the Hammond Superior Court building is daily flooded with appeals for labor, black or white, so lung aj men of brawn and muscle respond, ihi hobo room at Central Voli..e station nightly resounds with the snores and noisesome smells of a score of vagrants; and while merchants rsport business v-ood ar.d getting better, social worker and relief agencies of the eky ar - deluged with appeals from families deprived tf bread and who now begin to complain of the cold and beg- for fueL The stuation is pei-uliar an lends itself as a possible half hour's profitable mediation following a satisfying dinner. Then there are scores of families continually asking aid. The roll call to begin this month should swell the drawing fund of the Ked Cross here to $3,500. Mayor Brown says he will not conduct a relief fund this year. Of

subscription last fall for relief of destitute Hammond families, $700 or about one-third came from city hall employes alone. Mayor brown says he doesn't think he can conscientiously ask that the genenority be repeated because it was so palpably out of proportion to the total amount collected.

Kather . than conduct a drive for funds the mayor Is turning- hia attention to a plan projected by Irw:n Scott, scout executive, which comprises a city wide canvass lor clothins, food, fuel and shoes. This would be undertaken by the Scouts. School attendance officers, Investigating truaniy of pupils, find that the greater perrentage of those habitually absent result from eronomic reasons, rather than moral delinquency. Lack of clothes and shoes ate held as excuses in many Instances. Others are needed at home to care for smaller children while the parent, or parents, work. Others themselves evade restrictions against hiring juveniles and find employment at the behest of parents. In most pt theso cases aid is sought from the township trustee, William Vater. He is empowered to provide clothing, food and medicine. He can and often does, refuse to help where he believes such help would result in a permanent condition of financial embarrassment rather than one of temporal relief. The township trustee has come in for some censure because of his reluctance to meet all demands upon him. Mayor Brown and Hammond school officials stoutly defended him against the criticism of others who comlpained that East Chicago's petitions for aid were more frequently and easily met than those of Hammond. It is likely that business men this year -tfill inaugurate a movement looking to the consolidation of all relief agencies in the city to prevent the duplication of effort and waste of time and money that marked last year's program.
