A HOUSEKEEPER AND A CONGRESS Suppose you were to engage a housekeeper and you - had two applicants. One was known to be inefficient, wasteful, extravagant, quarrelsome with the neighbors, impractical, too free about letting the neighbors In to help themselves to your plums, unsteady and uncertain, beautiful in aims and ideals but a poor manager, and using too many employes to do your work and so increasing your expense account. The other had been tried and found economical, efficient, a good cook, a skillful manager, peaceful with the neighbors, guarding your possessions and your best interests, careful about the health of your family sensible, practical, and orderly, and able to provide a background in which you could go ahead successfully with your activities. Which would you hire? The American people feel just as you do Republican Congressi.
REPUBLICAN PROSPERITY Results alone are of value in estimating the quality of legislation as it effects any particular part of the population. As Republican Chairman Adams relates in his statement to the country, "this administration in 20 months has turned an army of 5,000,000 idle wage earners into an army of wage earners profitably employed." This gratifying change from conditions inherited from the Democratic administion has been brought about in large part through the operation of wise legislation by congress. Labor is not ignorant of the benefits that have come to it in consequence, and its representative bodies have officially accorded credit where credit Is due. The legislative committee of the American Federation of Labor classified 17 acts of the present congress as favorable to labor and mentioned not a single law which in its opinion is detrimental to the interests of the wage earners. Here is a record on which voters may rely as authoritative. The Republican congress and the Republican administration of President Harding have been constant in their devotion to the welfare of the country, the attainment of which is impossible if laws derimental to labor are enacted and enforced. Our further prosperity is dependent on the retention of congressional control in the hands of Republicans- As the country prospers labor prospers.
PAYING ONE'S BILLS An interestng correspondent of the Spectator (London) contributes to the allied debt controversy a list of defaulted loans by British investors to American states. The states concerned are Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina and South Carolina. The amount of default, principally advanced for railway guarantees and similar commercial and industrial enterprises, amounts to $50,000,000 and as the sums are in default frcm 40 to 80 years, the compounded 5 per centum interest would bring it to little short of $1,000,000,000. The discover of these bad debts thinks it timely for the United States to assume these just obligations which are faithfully recorded year after year in the annual reports of the Council of Foreign Bondholders (London). The editor of the Spectator does not agree with his correspondent, being of the notion that to assume the government of Washington to be responsible for the debts of states to private investors is foolish. As it is. The money "borrowed from this country was advanced by the United States and not ' by any individual state or states. The one in no wise can act as a set-off to the other- as the Spectator's editor plainly agrees. The whole suggestion is irrelevant and betrays a casuistry not shared, it is apparent, by the majority of Briton3 who- in increasing numbers, are announcing that it is to the
A MYTHICAL TARGET Of course, partisan campaigners must have something to talk about, but why presume that the rates of the Republican protective tariff are too high, when the people know that if any of those rates prove too high, the act authorizes their reduction? The flexibility of the new tariff insures the nation and its interests against industries in the application of protective rates. If any interest
is aggrieved, it will have abundant opportunity
to procure relief through the Executive if it can prove its case. Therefore talk of excessive rates is distinctly out of order. If rates are too high, the remedy is not in inciting the electorate to change its political sympathy, but in showing that they are above the warranted level and letting the adjustment machinery of the act take its course. The provision for elasticity assures all concerned of adjustment to meet changed condition, and that promptly. But this provision for dealing with such rates as may prove too high does not suit partisan spellbinders. Without alleged high schedules against which to level their oratorical volleys their occupation would be gone. Hence they shoot, although the flexibility provision has made the target a myth.
