The government may be compelled to release 250,000 gallons cf whiskey, siered from ships flying foreign flags outside the three mile limit, and dismiss cases pending- In federal courts against th liqucr owners and ship operators. Thl was Indicated at the treasury department, as a result of the precedent set In the release of the Canadian schooner Emerald, with her cargo of 1,000 cases of whiskey. The question of the status of such liquors and cases Involved In the arrests of hundreds cf individuals charged with conspiracy to violate the revenue laws came before the partment of Justice taday. yeferal district attorneys ars beseiged with appeals by attorneys for the defendants asking that the government authorize dismissal of the cases, gome of the cases have been pending for two years. The Attorney General is expected f Issue Instructions soon clearing up the question raised. Attorneys for the defendants In this class of cases sought relleC from enJorceraent officials but they were referred to the department of Justice and the treasury derartment. Thfcir contention that release of the Emerald establishes that customs and prohibition agents violated in tcrnational rights enjoyed by foreign ships, when seizure were made outside the three mile limit, and before such ships had established communication with the American shore by means of their own boats.

CHETENNE. Wyo.. Oct. 31. The first severe Morrn of the winter was sweeping over nearly the entire etate of Wyoming today. Near zero temperature and a heavy wet snow gripped Cheyenne and vicinity.
