OCTOBER These are the days when our fields and forests are aglow with glory. The luxurious fchf.ge which held sovereign sway through spring and midsummer has been invaded by a host of yellow conquerors whose triumph is assured. Here and there maroon, russet and crimson intermingle in lovely confusion and the commonest hedge row is adorned by splotches of scarlet and variegated with delicate tints and vivid colors in most unexpected places. The leaves are falling faster with each passing Gfiy, until bye and bye the ground will be carpeted in a pattern of commingled brown and carmine and old gold. The bird life is meager now and suffers sadly when compared with those choruses that made forest and field vibrant with melody in "liay. . But the merry whistle of Bob White, the cheery notes cf the Chickadee, the friendly chirp of a vagrant Woodpecker and the harsh measures of the handsome but unmusical Blue Jay compensates in part for the absence of the velvet throated songsters of yesterday. The first frosts have come- The nutting season-is on in earnest. An azure haze hangs over the horizon and throws a filmy veil across every vista. There is a tang in the air and the smell of burning brush. The wild geese fly hanking overhead, dreaming of the sun-lit pools in the Southland. The chipmunk scampers across t?road to a place of safety under a rail pile where, certain of security, he scrutinizes the passersby. It is October, mellow with the maturity of a year four-fifths gone, rich and riotous of color, but melancholy and sad only to those who will have it so. It is a great month for the pedestrian to be on the road and to tramp across the fields. It is time fcr the city man to forsake the streets .and boulevards and to take the nearest highway rhat leads to the farm land, forest and stream. It is the month cf all months to be out of doors and to range at will over highway and woodland ereV winter comes and the long nights and the biting old induce one to linger long by his wood fire alrd browse among books and magazines. The larger number represents the total number of eligible voters in the United States, and the smaller one represents the number bf persons who voted in the last national election. The difference between the two, 27,662,124, represents the number of persons in this land of democracy who did not take upon themselves the duty of making our government a democratic one in the widest sense of the word. Insofar as any candidate, even though successful at the polls, fails to represent the majority of eligible" voters in his community or in the cctaitry, the blame must fall on those who did not go to the polls. Insofar as undesirable candidates succeed at the polls, the'persons who did not take the trouble to cast their ballot can blame no one but themselves. If democratic governments, so perfect in theory, fail to practice, it is this non-voting element within our gates which is to blame. Is there a lack of inducement to vote? Surely not. What greater inducement could be offered a citizen solicitious for the welfare of his country than the opportunity to help decide governmental policies and to establish more firmly and effectively the foundations of the most modern of governments? In this country and to an increasing extent in all the countries of the world, practically all progress is based on the working out of democratic principles of government, and the individual who fails to participate in the operations of 6uch government by not voting is unworthy to share in the benefits of democratic institutions. By setting aide the most important of all duties which a democracy bestows on- its citizens, that of casting his ballot, this individual becomes a source of danger to his government. It is our plain duty to reduce this number of non-voters to its lowest terms.
