SAYS U. S. MUST HELP EUROPE

Noted Churchman on Return From Europe Gives a Vivid Portrayal

WASHINGTON', Oct. It. ''Europe tv 111 crash unless America acts soon." This prediction was made yesterday by Dr. Charles S. McFarland, general secretary of the federal council of churches, upon his return from an extended European tour. "The people of Europe cannot think straight," Dr. MacFarland declared. "They are starving. That i.s what ia wrong with the world. It Is shear hard hearteHness to rriticise a starving- man because ho is not calmly rational." The problems of Europe, Dr. MacFarland said, are fundamentally i.roiinm;r and not until they are

solved will there be any improvement in political, physical and even moral conditions. "They can be worked out only with the help of America," he continued, "while America remains undecided, condition are rapidly growing worse. Europe will crash unless America acts soon." " America, in the opinion of Dr. MacFarland, should do one of two things: (1) Offer to sit down with the European nations and formulate a plan for economic reconstruction, or (2) make its own proposal. Tf the American people were informed by other than mischievous propaganda," he said, "they would arise and direct our government to act with, tfood will toward the nations overseas anl light would break on darkened Europe." . The faelinj of Europe toward the United States is one of mingled disappointment that has not reached disillusionment and of hope and faith that still persist." Dr. MacFarland asserted.

attack upon Attorney General Harry

M

Daughertys ruling that liquor

may not be brought Into the territorial watera of the United States by foreign ships when representatives of foreign steamship lines went before Federal Judge Hand and asked for a permanent Injunction against enforcement of the Daugherty dictum. The issue as outlined by former Judge Van Vechten Veeder, counsel for the several British steamship lines. Is wnether the mere presence of liquor in the sea stores of foreign vessels within the territorial waters of the United States comes within the restrictions of the eighteenth amendment of the Amer. lean consltution and the prohibition enforcement act. The contention of fVi fnrplen KhiD owners Is that they

dr not. Two grounds for this argu- I ment were advanced. First, the possession of liquor inj

sea stores or foreign snips is noi within any of the expressed restriction of prohibition legislaton. Second, that if the expressed prohibitions, by reasons of certain generalities, should bring foreign ships

under a specific sphere. Sea store? of vessels, Judge Veed. er declared, have keen recognized from time immemorial as one of the subjects of the international affairs of the companies and therefore aie subject to the regulations of a foreigrcountry. Sea stores, " the lawyer continued, which do not leave the" ship, cannot be regarded as liquor in transportation and therefore do not come under the provision o. the prohibition laws. Great strss was lid throughout th argument upon the contention that liquor on board ships Is part f the ship's "stores" and not liquor in transit or part of the traffic of commerce. Among the steamship companies represented at yesterday's hearing were international navigation company, Ocean Steam Navigation compeny or the White Star Line, Cunard Steamship company, Ltd., HollandAmerica and Anchor lines. Later in the hearing American steamship iines are to present their arguments against the Daugherty decision.
