PEL G. 0. P. HIT BY BOOZE QUESTION Gifford Pinchot's Threat Gainst Saloons Alarms Old Time Penrose Men
BT J. BAJ3.T CAMPBELL. ST ATT CORRESPONDENT I. N. SERVICE WASHINGTON, Oct 12 The booze Question ia threatening to rip the republicans of Pennsylvania wide open afain with a renewal of the factional strife which followed the passing o the late Senator Boles Fenrsoe, as political boss of that stata and resut6d In the nomination of Gifford Plnchot for governor, according to reports In political circles here today. Pinchot's announced determination "to drive the saloon out of Pennsylvania and to slop the dispensing of something stronger than near beer over the bars of wet cities like Philadelphia and Pittsburgh. If he Is elected governor," is said to have brought him in sharp conflict with son:e of the old time Penrose leaders. PJnchot's friends here are confident, however, that with the aid of a big woman and "dry" vote such as Senator Frellnghuysen is banking on in New Jersey, that he will be the next governor of Pennsylvania. They are worried chiefly about one thing. The registration of Pennsylvania voters for the November ch-cMon fell off 30 per cent. From what it hould h.wa been if old General -Apathy had not manifested Itseir. But Pinchot possesses at least two advantages. The democratic gubernatorial candidate la also "bone dry." And the "wef democrathave no choices but to stay

Chicagcan Talks on Live Topic Before East Chicago Chamber of Com merce. City planning has to do with such co-ordination or the fitting together of the city's main and lesser factors so that the city as a whole may function to the best advantage and become as good a machine as possible. This In brief was the substance of an address delivered by M. II. West, president of the Chicago Planning Commission, before more than sixty representative citizens attending the mid-week meeting of the East Chicago Chamber of Cnnnfrct yrsterday noon. GET IITIES TOGETHER "Today tno thriving cities of Hammond, Whiting, East Chicago and Gary occupy the Calumet district, all enjoying prosperity such as is rarely found in other communities, due to their proximity to Chicago. It Is a region that bids fair to be America's greatest steel center within the present decade," said the speaker. "Due to their rapid growth these four progressive cities have interwoven so as to form a ceritable cluster. They have become almost as one big city. Tet none of these communities have given any consideration to tho scientific planning form as a betterment or aid to the whole region. All hope, growth and future prosperity for this cast community is bound up in these several cities consolidating and adopting the city planning commission." This was the closing topic of the Chicago commissioner's address, given by a man who Is well acquainted with the Calumet region and who has visions of its successful future when amalgamated. "CHICAGO'S GREAT WORKSHOP" "Chicago's great workshop" was the way Commissioner West referred to the Calumet region when estimating Its unlimited possibilities In the industrial world. He placed this district as the fastest growing community in tha western hemisphere. A region now saturated with hundreds of mammoth steel and diversified industries was until about 1878 the most dtsolate section of the state, a v.st waste of swamps
and sand rldges-
hunter. With all of Us clustered areas and disorderly arrangement. Commissioner West could still see hopes of a redesigned and properly laid out community if taken in hand at once. P"T:VDAME3fTAI.S OF" II.AN Fundamentally, the three main elements of a city are transportation, facilities for work and home. If a city is to become a solid structure these element must each be well built and perfectly arranged. Development with relation to harbors, railroads, electric lines, buildings, water and sanitary systems and lighting are the t'lements to be worked In to form a satisfactory whole, was the outline of the city planning iven by Commissioner West. PLANNING 400 CITIES Commissioner West said that with the power of the 'state legislature, more than four hunlred cities in the United States had adopted the city rlanntng. He cited that Indiana had passed such a law providing for eligible cities to adopt the plan. "Cities like corporations are In actual competition with one another, both by natural and artificial processes," said the speaker. "It Is. therefore, important that cities be well put together. It is important to their prosperity, health and happiness of every dweller of the city." President Iwis of the Chamber Introduced Mrs. John K. Rep pa. president of the East Chicago-Indiana Harbor Women's club, as the opening speaker. She assured the members of the Chamber that her organization would lend Its assistance whenever called upon to further the work of the Chamber of Commerce. This was follewed by an Invitation from Charles Fichter. chairman of the membership committee, to join the Chamber.

ROUMANIAN
CHURCH FIGHT
Attorneys J. H. Conroy and W. J. MoAleer assumed the role of diplomats extraordinary this morning when scores of parishioners of the Roumanian Greek Orthodox Catholic church appeared in Judge Relter's court, eepresentlng the two factions In a bitter church fight. By exercising the upmost diplomacy, the attorneys, who were opposed in the law suit, obtained consent of their clients to an armistice. It was agreed that the suit to enjoin one faction from forming a corporation In the church would be continued for two weeks pending an Inspection of the books. Judge Relter admonished the parIshoners to listen to their attorneys and to be fair and make a sincere effort to adjust matters out of court. He told them that in case they could not reach a satisfactory settlement without a law suit that the litigation must be orderly. "Try to. come to an understanding, ' the court told the church people. "Don't discuss your church affairs In public"
