37 PERMITS ARE , MONTH'S TOTAL During the month of September, East Chicago Building Commissioner Balnibridge issued 37 permits aggregating building cost of $133,642. Construction of residences, business blocks and public Institutions are Included In the number of buildings erected last month.

in Chlcag-o. Mrs. John Mason, her daughter Lucile. Mrs. A. E. Peters and Mrs. Mary Lloyd accompanied Miss Hulda Rabiger. who spent a few days last week with Mrs. Mason and Mrs. Peters, to her home in Crete. 111., Sunday. They motored over in Mrs. Mason's car end to Miss Rablger'a surprise had prepared and taken a splendid Sunday dinner with them, which was in honor of the latter's birthday. The members of the Indiana Harbor Woman's club, who find it Inconvenient to attend the luncheon Wednesday at 1 o'clock, are Invited to come in later and hear the address of Dr. Gardner. The Catholic Ladles of Mark are riving one of their popular card parties and dances Thursday evening at the Mark hotel. The hostesses are Mesdames Hunt, Shea, Scrimshaw and Newberry. The games will be bunco and five hundred. Mrs. J. C. Smith is quite ill with pneumonia at the home of Mr. and Mrs. Paulson, 4113 Magoun ave. The Smith's have been living with Mr. and Mrs. A. E. Woodward, on 145th street and were about to leave for Birmingham, Alabama, where they expect to spended the winter. Jfrs. R. B. Miller will entertain the No Name dub this evening at her homa on North Baring avenue. Miss Ella Wood, former teacher at the Riley school in this city, now teaching in Fort Wayne. Ind., was the guest of Mr. and Mrs. Oscar Martin over Sunday. Miss Wood made her home with the Martins while In the city. The Lady Elks will meet this evening at the home of Mrs. ' Walter Spencer, 4225 Magoun avenue. The Baptist Ladles Aid will meet Thursday afternoon at the home of Mrs. Edward Gardner, 4027 Butternut street. Sunny Side. Plans will be completed at this meeting for the roast beef supper to be given Saturday, October 14th. The home economics department of the East Chicago Woman's club held their first meeting of the club year last evening in the domestic science room of the McKinley school with a very fine attendance. The Calumet Baking Powder Company was to have given a demonstration but their representative failed to appear and at the last minute Mrs. J. K. Reppa most graciously and efficiently demonstrated angel food cake. The chairman, Mrs. Herron announced a number of good things to be demonstrated during tha year. Mr. and Mrs. Carrette of Whiting, parents of Richard Carrette, city street commission, who purchased the Hansel home, are moving today. Lillian Creswell, of the Garfield school forces, with Miss Emily Nordln, supervisor of music at the same building, spent the week-end at the latter'a home in LaGrange, 111. Mrs. J. J. Daley has been In Lima, O., the past week visiting relatives yesterday. Mr. Daly motored to the Ohio town and spent the rest of the week returning home Saturday or Sunday. Elm Grove, Woodman circle, will meet this evening in regular session at 8 o'clock in Auditorium hall. Lunch will be served and a general good time is expected. All members are requested to be present. Last evening Miss Gosh, principal of the Garfield school with her corps of teachers and superintendent of school, E. N. Canine, his wife and daughter. Diamond, who motored through to their winter home In Orlando, Fla., state they had a most wonderful trip and expectsd to arrive there last Saturday. Mrs. L. D. Williams most delightfully surprised Friday evening when her children gave a dinner at her home on Beacon street, in honor of her birthday. Miss Dorothy Spencer was the only guest outside of the immediate family. Mrs. Williams received a number of pretty gifts. The Tri Kappas will meet this evening at the home of Mrs. Jack Johnstone, on Grapevine blvd. Mrs. Eva Mims and her sister, Mrs. Otto Seifert, were Chicago shoppers yesterday.

A BUSINESS MOTIV
The time, must come when all businesses will consider the advisability of advertising in the same spirit that a manufacturer ponders over the advisability of adopting a new machine. One does not install a piece of labor-saving mechanism because it suits
his fancy; but because the efficiency of the business requires it He expects the new machine to reduce his cost to operate perhaps to make a better product- and thus aid him in meeting competition and making larger profits. Advertising is exactly similar. The man who refuses to consider it as a possible expedient, simply shuts his eyes on one of the problems of his - business. He might as well ignore the banks as sources of credit when he has need to borrow capital.
On the other hand, the man who looks to advertising to checkmate all weaknesses and shortcomings of his business and to carry it along to victory despite these, has a childlike faith in the miraculous. Advertising will not make his product or his service any better than they are; but it will bring him the full benefits of their merits. It will not eliminate wastefulness in his factory or his store; but it will reduce his cost to operate. It will not make illogical selling methods successful; but it will assist good selling methods, and often point the way for improving them. Advertising is the most inexpensive motive power that the manufacturer or merchant can buy today. It is a form of stimulus that brings excellent returns on the investment.
