While the reported death of Nicolai Lenin, chief of soviet Russia, has not been confirmed, European diplomats have learned enough to convince them that he ia no longer at the helm of the Russian ahip of state. Diplomats believe that with Lenin's tendency to moderation gone the radical leaders, Leon Trotzky and others, will force their extremist ideas upon their colleagues and undo much that has been don to bring" Russia back into the society of nations.

CLUB WOMEN TO TAO FLAPPER In That Case Uncle Sam Will Be Her Guardian Angel.
t INTERNATIONAL NEWS SERVICE CHAUTAUQUA. X. T., June 12. Uncle Sam will (be the guardian angel of the poor little flapper, if a reform drive on divorce and marriage laws, as advocated -by the Federation of Women's clubs. Is approved hy the Federal government. One of the first steps of the convention representing 2.000,000 American women, was to take in hand the bob haired, powder puffed, rouged and shortsklrted feminine of the pecles who 'builds alrcasties with her Jelly beaned beau and then sklpa with him to some romantic spot to live on hugs and kisses and let the world take care of Itself. The convention's action sound the death knell for runaway flapper marriages, (because it advocates the passage of a federal law, general In Its application wdiich provides that no girl under 18, or toy under 21 can marry without consent of parents or guardian. It also recommends announcement o bans of Intended marriage two weeks prior to the ceremony; requires physicians certificates as to mental and physical fitness when the license is Issued, and urges the repeal of all state marriages and divorce statutes, because no two states are said to have the same marriage and divorce laws. What the convention seeks Is uniformity and the delegates believe the oniy-way to obtain It ia by congressional action. Therefore, shortly congress will be aaked to pass a law ooverlng all of this ground. And the poor little flapper then will find it harder to run away with her "onlleat goof because if mama and papa can't control her, UNCLE SAM WILL. There are 1.500 delegates in convention here, representing 60,000 clubs in the country, so you see the f.apper is the object ot considerable concern. Other provisions congress will hear about are: That divorces be allowed for proved physical or mental cruelty, desertion for a period of one year or more, proved infidelity and habitual drunkenness; interlocutory decrees to be made final only after the lapse of one year, making marriage before the lapse of one year illegal; divorce cases to be heard behind closed doors and the testimony never made public; the mother always to e given custody of tha hildren unless proveirtrhflt to take care of them. iirs. Genevieve Parkhurst, a writer on women's subjects, is here
representing the supporters of the movement which has the backing of some of the nation's most prominent leaders. She was in conference with Mrs. Thomas Wlrrter, Minneapolis, president ot the federation. It ia contended that the proportion of divorces is greater In America than any other country In the world.
