COUNCIL The request of the East Chicago Chamber of Commerce to defer the passage of the ordinance authorizing; the issuing of 150,000 worth of parkbonds for another two weeks was granted by the members of the common coimcil during their session last evening. it js the intention of a committee from the Chamber to go before the commissioners of the park board this evening and ask, that improvement and maintenanco plans as submitted to the council sometime ago, te revised. A. C. Slocomb. who spoKe in behalf of the Chamber when addressing the members of the common council,, was of the opinion that a large amount of the proposed expenditure could be lopped off. Park Attorney A. H. Sarabor entered into the debate when it became evident that the council was going to defer action on authorizing the bond issue. He pointed out the fact that the board was unable to proceed further with their plans of making further improvements in the various parks until this issue was allowed. Jt E. C. ORDKBEU TO PAVE An ordinance passed at its first reading orders the Hammond, Whiting & East Chicago street car company to pave their right of ways from 145th st. north to the city limits. In consonance with the action taken by the board of works to pave 150th St.. an ordinance was passed at the last meeting of the council ordering the street car company to pave their right of way on 150th st-from White Oak to Forsyth ave. Mayor Callahan explained that the "Green Line" had surrendered their city franchise a number of years ago and was now operating under an indeterminate permit granted by the public service commission. The ordinance parsed last night provides that the street car company shall have their right of ways paved within 90 days from the passage of this act or become subject to a fine. .. CLEAR DEED TO HIS POSITION Securing a clear title to his position as councilman of the Fourtn ward is the intention of Louis Baiiant, who seconded the motion that was introduced by Councilman McKenna at the point of adjournment last night, Councilman JleKenn says he is being approached every day by someone on the streets intimating that ther$ Is something shady about the manner of the se lection of the new councilman to succeed Edward Jluha, who died last April. Mr. McKenna says he wants to give these peddlers of gossip an opportunity to get their evidence before the council at a public meeting and -stop the distribution of the mirky stories being circulated on the streets. . . APPROPRIATION ORDINANCES Establishing the salary of Street Commissioner Dick Carette at $250 instead of $225, was Introduced as embodied in an ordinance. It was referred to trie street and alley commlttee for investigation. Councilman Smith, better known as "Honest Bob," and who Is always ready to do what is right, made a few remarks concerning this increase in salary. He said that it had always been a rule during his experience of handling men to s'iv a foreman more than was being- paid a man employed under him. Accordingly, an ordinance, appropriating $1,050 for the mploying of this man was Introduced. It was referred to a committee of the council for investigation. An ordinance abolishing the Job of alley inspector was referred to the street and alley committee for their consideration. An ordinance permitting the Kast Chicago company to construct sewer across 150th st, was adopted. 'An ordinance appropriating $1,800 for the purchase of two 1-ton Ford trucks with dump bodies to be used by the street department for the collection of garbage was adopted. This supplements the appropriation of $1,000 allowed some time ago by the council to purchase horses. If you will open up one of these galls, you will find that it Is filled with greenish-brown plant lice. The insect winter over as shining Mack egars. usually beneath the protection of the bark ot the host, and coincident with the development Of the foliage in the spring, tbe egers hatch and the young migrate to the leaves where the gall is formed. Rarely Is It ad visable or necessary to attempt control measures. Tr.e presence of the insect is not usually discovered until the galls are formed, and after that time the Insects within are safe from the action of any sprays which might be applied. TIMES INDEPENDENT PARTY PLEDGE UP Resolution Before Common Council for City to Buy Waterworks Properties The opening- chapterof the people's flgrht for the purchase of the properties of the East Chicago and Indiana Harbor Water Company was commenced with the passage o- the following- resolution by the members of the common-council at their regular session held last night: "RESOLUTION: Ee it resolved by the common council of the City of East Chicago. Indiana, that Mayor Frank Callahan of the City of East Chicago, for and on behalf of this council proceed to secure an option from the owners of the East Chicago and Indiana Harbor Water Company, agreeing- to sell same tu the said city together with the price and terms thereof." The Independent Party, during the last compaln, entered Into their platform a plank upon which the candidates rnn, advocating the purchase of the East Chicago and Indiana Harbor water works. This feature of the platform, however. was not very urgently pressed or spoken about by the various candidates, apparently no candidate having at that time any plan by which the water plant could be acquired, other than the law in force prior to June 1, 1921. At that time the candidates were of the opinion that while the purchase was not absolutely financially impossible, they j doubted wether a plan could be devised whereby the water plant could i be purchased by the city without running counter to the constitutional limitations on the Indebtedness of this city. In an Interview with a prominent attorney of East Chicago, It was learned that under the present laws of the State of Indiana (Acts 1921. Chapter 96) that the water works can be purchased without creating any debt against the city or violating any of the constitutional provisions In regard to indebtedness. The plan covered In this act follows: (a) That the city make any contract with the water company that they may agree upon, which contract, subject to the approval of the public service commission of the State of Indiana, can be carried out. (b) That tha common council, by ordinance, can provide that the pur' chase price shall be paid solely and exclusively from the Income and revenue of such plant. (c) That the.lncoma and revenues of su:h water works be set side Into a special fund and be applied: 1. To the maintenance and operation of such plant. 2. To the pawment of the purchase price. The law provides for various other phases to he followed by the city In regard to determining the proportion of funds and revenues to be set aslfle in different funds for operation, maintenance and depreciation, and for the payment o the Interest On the bonds issued for the purchase price of such water'works and to tak care of any outstanding bonds secured by mortgage lien upon such plant when acquired. Now that there exists a complete statutory proceeding by which the city may purchase-the water works without creating any Indebtedness against the city there seems to be no reason why some active steps are not taken by the administration to ourchass the plant, and If there be any advantage In municipal owner ship, whereby the rates could be ma aterlally reduced, there should be no delay.
