Governor Recommends Establishment of Only Two State Funds

Governor McCray forecast a 'glorious Republican victory in November," and besides the two-fund plank urged: 1 Limitation of the issuance of non-taxable securities. 2 Enactment of a constitutional amendment yf-ovldlng that the legislature shall meet at the beginning of the second and fourth years of the gubernatorial term of office Instead of at the beginning of the flrst and third years as is now the custom. 3 Construction of gravel road on the state system where traffic is not heavy. Discussing state funds, the governor reviewed the state's finances showing that the state under existing law cannot take money from other funds to replenish the muchused general fund, but must borrow money to replenish the general fund even though there Is still ample finance in other funds. "It will be recommended to the next legislature that the state's revenues be divided Into two funds only, one as provided for by the constitution for the state common school revenue and the other a general fund from which disbursements will be made for all other purposes as provided by the recommendations
through the budget system," no said. The governor lauled the legislature's action in making additional appropriations for educational work and praised the economy of the highway commission. He paid high tribute to President Harding and the achievements of the administration and praised Albert J. Bev-erldge.

Jilted at the altar last January because his betrothed said he "drank too much," Alex Kozak, 12S9 Roberts
avenue, was arrested last night at the corner of Indianapolis boulevard and Myrtle avenue, where he is alleged by the police to have been waiting in ambush to slay the girl who turned him down and her recently wedded husband, Alex Men, who were forced to pass the spot where Kozak lay concealed. Officer "Skinno" Sommtra, two blocks away from the scene of the affair, sighted a man fleeing down a side street. The policeman gave chase. He caught the fugatlve. "Where're you going?" Somaers demanded. "I don't want to get ,shot. There is a guy -waiting up there on the corner. He has a gun. He's going to kill a man and a woman when they pass him." Sommers continued questioning the man. Appraised of the situation the policeman released bis prisoner and hurried to the scene. He found Kozak leaning against a telephone pole. In the pocket of the man's coat. Sommers found a. loaded revolver. He summoned the police patroL Coincidental with its arrival the couple who are said to have been marked for death by Kozak appeared. They were taken to the police station too. Kozak was booked on a charge of carrying concealed weapons and for being intoxicated. His trial was continued to Thursday.

leding days. Ten men in the various stages of alcoholic dissolution were picked up by Hammond police last night. None could renumber where he got it. All efforts of police and court authorities to learn the source of the fountains of hooch that spout nightly and leave in their wake quivering, nerveless hulks, have proved unavailing. The call for the patrol wagon to pick up the victims comes from all parts of the city. The situation Is not local. It Is not concentrated. The course of Hooch River has all the ramifications of the city streets. The rapidly increasing number of alcohol poisoning cases may lead to a consultation of city authorities to learn how best to combat what police are frank to admit is an ominous menace.
