It had been planned to discuss the answer in secret by the commission in charge and have the allied decision ready before an inkling was given to the press. This process already was under way when International News Service obtained the main features of the official text.

May 11 President Harding, in a letter to Judge John Barton Payne, chairman of the American Red Cross, has given his endorsement to the appeal of the organization for funds to relieve flood sufferers in the Mississippi valley, it was announced here today. Judge Payne estimated today that $500,000 would be required for relief work in Arkansas. Mississippi and Louisiana.
