The Governor made scouts special guardians of the college grounds, asking them to protect the plant and animal life, especially the birds, and is reported as saying "You have helped me in everything I have asked and I am confident that I can rely on you here." In addition to the governors and some state officials, many mayors and in some cases the entire municipal government body took the same oath before local scouts and officials. Coming in the midst of a nation-wide concern over the Increase of lawlessness and crime, this public action by so many high officials was greeted with enthusiasm as bound to have a wholesome effect upon boyhood, and help offset the pull of the mass of trashy boy literature and lurid motion pictures that have begun to undermine the Influences of the school, the home and the church. frivolity, will never again see Peggy Joyce, "the Million Dollar Doll," if she arries into effect the good resolutions made today as the result of the suicide of her lover, "William Errazuriz, member of a fabulously wealthy Chilean family. False Impression Still Persists That Scouting Is Military Movement

The boy scouts are not a military organization The Boy Scouts operate under a federal charter the same as various clubs, lodges, and other organizations, all of which are non-military. This charter gives the boys the privilege of wearing the khaki uniform with the Boy Scout buttons, and Boy Scout emblems. This prlvelege was granted to them because of the fact that the scout program does train boys to be good citizens. But train

ing them to be good citizens In no way places them under obligations for military service or tinder government control in any way. The Boy Scouts of America are not allowed fo carry guns or drill with them. A Hammond scout master asked two boys to be scouts. They both replied that their parents would not allow them to. He asked them why, and they said their fathers thought they were being prepared to strike duty and eventually serve in the army. This belief is absolutely false, and anyone thinking such a thing, by Investigating can easily find that they are wrong. The Boy Scouts have never been used for strike duty and are under no more obligations to become soldiers than members of a Sunday School class or church club. The Boy Scout officers are commissioned from the national office of the Boy Scouts, which is located in New York City. They assume no military oath in any form, and ate not under any government control in any way. SUHCHIXO NECESSARY Some people say It Is military because of the Scouts marching. If they would stop to think that school children march from room to room and out of the building, that marching Is merely a method of keeping order, they woud realise the reasons for Scouts marching. Anyone who has tried to handle a group of thirty live boys knows that they need some method of procedure in order to keep them orderly, and a certain amount of marching brings this effect. The scout troops of Hammond do not average ten minutes of marching at their meetings. Other scout activities, which savor of militarism, signaling and first aid. Every man remembers when as a boy he used to try to talk by his fingers or by signs the same as the Indians used. Signaling In scouting gratifies this desire in the boy, and causes hs mind to be active and his senses awake. . As to first aid, this country is more dangerous to human life than In the time of the pioneers, and more accidents occur continually. Time and time again the training which the boy has received as a Boy Scout in elementary first aid has been tho cause of preventing serious injuries and many deaths. If every school child was taught the elemantary first aid which a scout is taught, this country would be much safer to liva in than it is. Scout training1 teaohes. boys to act in

groups as well as individuals, and does not imply militarism any more than the -Jrill in school or in a child's play. PVBLIC SERVICE , Scouts are trained to give public service without the idea of financial reward, and through this training they should become good citizens and willing to take part in serving ihe community in public office without the dea of financial gain, which

exists in the minds of so many poli

ticians.

So when you hear of any parents keeping their boy out of a Scout

troop because of military reasons,

please call their attention to the above facts. The scout officials will

always be glad to assist In giving

The State Executives took this matter seriously. They were confronted by the coming citizens who look upon their Governor as the highest citizen of the state. There was color of uniforms, the call of drums and bugles, the waving of flags and the eager efforts of many scouts t omake a good showing. It was an Occasion. In Pasadena, California when Governor William D. Stephens took the boy scout oath before an enormous audience in Library Park, he presented badges to twenty-five scouts who are the charter members of th" Boy Scou Auxiliary Fire Department of that city, and at the same time presented a flag as a trophy to the Grant School children for pre-eminence in the subject of fire prevention.
