GENOA THE SAME OLD STORY. Mutterings of discontent are beginning to be heard from the delegation of the smaller naallowed to attend merely to give the gathering the appearance of an all-European one without being permitted to have a voice in the proceedings, not even to know what is going on behind the scenes where the business of the conference is being transacted. There are stories of secret confabs at Lloyd George's villa, of remarkable "chance" meetings of the heads of the British, French and Russian delegations in places outside Genoa easily accessible by motor, of "private conversations" behind locked doors while the representatives of the little but equally nations know no more of what is taking place than did Woodrow Wilson's American colleagues at the Paris peace conference. Indeed the doings at Genoa strikingly recall those at Paris. Genoa always has its 'big four' leaving the little fellows competely out in the cold, only this time America is not one of the close corporation. Great Britain, France, Italy and Russia are rendering the presence of other representatives unnecessary.
The American government has the utmost
sympathy with the announced aims of the Genoa were participating, any delegation appointed by President Harding would insist on the same frank and open methods of dealing that prevailed at the Washington, armament meeting. That gathering was remarkable for the feeling of friendship and equality which gave the conference a most refreshing atmosphere. European diplomacy on its own soil is unable apparently to get away from the old supreme council idea, which is also the foundation of the League of Nations: a few big bosses, with the rest of the nations enacting the role of smoothly forking rubber stamps. ,
A SAVING INFLUENCE This is a pretty good old world for most people, but nearly everyone will acknowledge there is by far too much needless sorrow and suffering in it. It is a hopeful sign, though,, that more and more thought is being given to helping those who are unable to help themselves. Right-minded people the world over are lending their efforts to end cruelty. Education is believed to be one of the best methods, and to this end the humane societies of the United States have asked the co-operation of the schools and churches and of all who have educational functions, in the observance of "Humane week." This special period ending April 30 with observance in the churches, should have the recognition of all leaders of thought. The cultivation of sympathy and the faculties which prompt us to respond with aid to all those who suffer must be powerful factors in insuring peace and the safety of civilization and the race.
MR. WILSON declines to talk politics, but occasionally has a few words to say on "principles" for the pleasure of a few intimates.
