tSPECIAL TO THE TIMES ' INDIANA POLJ3, Ind., April 18. Counties wishing: the Mate highway commission to approve their plans and specifications for road construction, and to provide state Inspection, should adopt standard specifications drafted by the commission find approved by the V. S. Bureau of Public Roads. Such action n-ill standardize to a great extent the various types of - construction throukhout the state. This view was expressed by members of the state highway commission today when the question came up concerning: a number of Inquiries asking the commission's approval of plans and state ' inspection on a number of roads which counties are preparing: to build. How to procure this service Is explained in Sec. 39 of the county unit road law, which in part says: "No material shall be used In the construction of a h!g:hway, bridge or culvert in the State -of Indiana unless such material shall be as required and shall meet all tests and standards as required by the state hig-hway commission aa suitable. It is made the duty of the board of commissioner or the Joint board of commissioners it the highway is upon a county line, to Inquire of the state highway commission. If there be one, before the perfection of plans and specifications for their recommendations of the standards and tests if all materials which may be used. . Said recommend.itions shall be In writing, and the board or "boards of commissioners nay, if desired, submit plans, specifications .profiles and forms of con , tract to the state highway commission for its approval, recommendation and assistance. AVhen It is proposed to Improve any highway or
bridge, the cost of which is estimated to be more than $2,000 or the petition of the county seeking aid should be signed by not less than fifty freeholders of the county or counties wherein the work la to be done. Board or boards of county commissioners shall not award any contract for the construction until said plans and specifications. or amended plans . and specifications, shall have been approved by the state highway engineer. Should the petitioners ask that the county commissioners, request the state highway engineer to assign a representative of the state highway commission to inspect the work, and such is done, then it is illegal for county commissioners to pay any claim In payment of construction unless the state highway Inspector certifies that the materials furnished or the work done is in accordance with the plans and specifications therefor. Cpon completion of the contract the state highway commission will submit a claim to county commissioners in the
