As I.anmnt swung his truck into

GENOA DEBATE ABOUT ROSS IS POSTPONED
BY S. D. WETKK STAFF CORRESPONDENT I. N. SERVICE
Ut.N'OA, April 14 Debate upon the
allies' program for Russian reconstruction was today postponed ind ltnitely at the request of George
Tehi tc.herln, head of the Russian
delegation. Tchitcherin said he had not heard from Ntcolai Lenine, head
of the soviet gvoernnient at Moscow and could take no action until he petj instructions. The main issue in tho conference is now clearly defined. The conference has resolved itself into, a dramatic tooth and nail struggle between Krarice and Itussia. There is a bare chance that the diplomatic skill of Premier Lloyd George of England can restore peace, but this is doubtful In view of the fact that either the 1'rench or the Russians would have to make unconditional f-urrender. A hot squabble is expected over the effort to discuss reparations. Premier Lloyd Gerge Is expected to tell the French, as they were responsible for the ruling out of this matter from the program, they must stick to the stipulations.
