One who has tarried much in the atmosphere, of officialdom looks for little else from those whose duties are circumscribed by rote and rule, law and legality, than the immediate rervice the nature of their position exacts. The public and the semi-public official soon succumb to the influence of the crass ennui, the forced innterest, that result from the thankless existence their duties entail. It is pleasant to cite an instance where this usual and expected indisposition in a public official was happily absent. That instance was when Judge Cleveland

of the Hammond city court got a laborer his $19 back pay by just using the telephone and enabled him to get the new job he wanted.

bonds sell at par by law? Financial and economic factors are making all Liberty bonds approach par and the Victories already have gone over the top. A law that would make government bonds sell at par would prevent them from selling above par. Everything material in this world is worth what you can get for it, and every promise to pay is worth at a certain moment just what you can get for it at that moment. There is nothing essentially sacred about a government bond. When there is a market for government bonds and there are buyers and sellers a price has to be agreed upon, and that price may be below par, or at par, or above par. And no amount of legislation can change that fact.
