It has been suggested that some of the methods introduced to enforce German Indemnity payments be borrowed in the case of Russia to compel the payment of foreign debts. In this connection ths proposal has been made that bond be issued to cover the amount of the debts, supervised by .an allied commission, which win have the right to control certain sources of Russian government revenue to guarantee payment of the bonds. The suggestion of allied control is opposed by a minority of the allied erperts on thi ground that outside nations have no right to interfere -with the domestic affairs of Russia.
