Mr. Gray advanced the argument that if a-body of business men should undertake to finance and build a system of highways of no greater extent than that of sonic of our counties, and to place it on a commercial basis, and know as little about it as the general public, there is no doubt that they would secure the most efrioient and skilled road builders that money could obtain. If this is good (business for a private concern, then it Is good business for counties and states, he declared.' The commission engineer recalled that it is often argued that counties cannot afford to pay for the same amount and kind of engineering as required in connection with state projects. In his opinion, however, Mr. Gray declared, good roads ; roads that are expected to carry the loads of the future cannot be economically constructed with poor engineering and poor materials.
