Uncle Sam to Reserve Traditional Policy 6f 50 Years with Female Convicts. r!NT5RNAT!CNAL NEWS SERVICE! WASHINGTON. March- Rversin? his traditional penal policy of the last fifty years. Uncle Sam in the future will atterr.pt to redeem from lives of crime al! feminine offenders against the federal statutes. Under an amendment to the statutes, passed by the senate, future women prisoners of the government of all afes may be sent to state reformatories instead of Federal prisons in the discretion of the committing Judge. This change in the law, advocated by many welfare societies, was accomplished when senators were told it was intended as a means of preventing feminine first offenders from becoming steeped in crime while serving' out their sentences. Supporters of the movement ar first desired that the women offenders be sent fo houses of refuge, but Senator Watson (HO. of Georgia, so vigorously opposed the suggestion that this feature was eliminated from the ir. ea.su ::. it was then decided that Ur.cift : I nt should do his reforming: at State reformatories, this feature being added to tie amendment on motion of Senator Harris (D). of Georgia Much debate was occasioned in thj senate prior to adoption of the amendment. It was pointed cut that t.-.e government for fifty years had absolutely rejected all attempts to change the penal code in this respect. The amendment, however. gained sufficient, support to insure its passage when it was explained that at tho State reformatories the convicted women would bo given an opportunity to learn useful occupations and to 'beat back' from lives of crime. Teddy Eell of Gary, plead guilty to the charge of larrcny in the Criminal court on Tuesday morning. The charge against Dell who is a negro, was the theft of 1,000 cigars and 5 boxes of cigarettes from Ignatz .Sezbowski of 1043 Delaware street, Gary. He was given a $j 00 fine and 1 to 14 year sentence, which was suspended and he was paroled to Clerk John A. Donnaha of the Criminal court. Encouraging reports come from the bedside of Fred Y. Wheeler in Gary, who underwent an operation for appendicitis at the Mercy hospital in 'Jary on Monday afternoon. . Miss Iilliam Vilmer has accepted a position as book-keeper at the Kramer market. Ed.
