INTERNATIONAL NEWS SERVICE TRENTON, N. J.. March 10. Locking Hp of men and women together overSight In a Jury room Is rewarded by the women of the Jury to which this happened In Mercer Court Tuesday night, as a breaking down of old conventions to grive way to the new freedom of women secured by the lth amendment. That is the view of Mrs. Bessie Hack, wife of Harry Hack, a Bell Telephone office employe, here, who assumed to speak for the rest of the women on the jury. As citizens, "she said," we must perform the obligations imposed upon ua regardless of the conventions vhch would Interfere with our new duties. Men make seacrifices in performing their duty to the state. "Women are Just beginning: to understand what citizenship Involves. As wives pet an insight into these duties and obligations formerly performed entirely by the husband, their point of view will change from many old-fashioned notions, men, too, are being broadened by the mental development of their
wives in performing civic duties and I believe, will give the conventions less consideration in proportion as they interfere with women in performing such public perviee." . There has been no evidence of Indignation among the husbands of women locked up till nlRlit with male jurors. Although the vurk of putting the children to bed and getting them off to school the next morning developed upon one of the husbands, he made no complaint. Officials of the court said today that mixed jurors have come to stay in that the event of one being looked up over night was unusual only in that it was the first here. "Why, it was just like a family part'," said one of the women jurors. The jury after being locked up for twenty hours, with male and female attendants stationed outside the courtroom where the Jury was kept, failed to agree on a verdict in the trial of Raphael 1'izzelli, charged with crimnally assaulting his 14 year old sister-in-law, Louise Frazoni. The girl said to Vie in a delicate condition.

OFFICIAL ON GRAVEL ROADS
fSPECIAL TO THE TIMES! INTERNATIONAL NEWS SERVICE INDIANAJ'OLId, Ind.. March 10. Inspection of several hundred miles of state roads constructed of gravel and crushed stone reveal some bad spots which might be termed failures declare members of the state highway commission, discussing the best plan for maintaining these roads in as near perfect condition as weather and continuous heavy traffic in the most trying season of the year permits. In some Instances a road of this type proceeds for several miles almost perfect In construction and withstanding both elements and hard usage, then suddenly a break or bad spot appears.

says Commissioner Karl Crawford. Again a wet spot will develop in the crown or on the side of the highway and despite efforts to eradicate It thru spreading repeated layers of gravel or stone, the wash and wear continues. In the opinion of highway engineers giving this matter exhaustive study.
Ing causes: Lack of sufficient darinage into side ditches are due solely to the delay in moving property line fences so the maintenance "department may cut ditches; insuflic.!ent metal, weak place in the foundation and, where the road develops boggy spots, possibly springs under the surface the water from which may possibly have to bo taken care of through tile drains. Engineers believe that by increasing the strength of the foundation it may be possible to eliminate the spring water without having to resort to tile drainage and following the policy of Governor MeCray and the commission to maintain these types of road In the very best possible condition, have started the work of strengthening foundations where such Is deemed necessary. Inspection of much of the mileage of this type Incorporated In the state highway system, the greater portion of which was constructed and in use prior to being taken into the system, develops comparatively few of these "failures' commission members say, but nevertheless they are Just as determined to remove them as if they were numerous. According to Lawrence Lyons, director, department engineers will continue to work on this problem until it is solved satisfactorily, and he expressed confidence that before another winter comes, such places will have no part in stata maintained roads In the Indiana system. Weekly reports from maintenance crews reaching headquarters show that Hoosler roads are standing up as well as could be expected under the deteriorating influence of freezing and thawing weather and heavy hauling when roads are water soaked. Such
.condition demonstrates
Mr. Lyons says, that continuous maintenance is absolutely necessary on these , types. Gravel and stone roads In the state system are drairged and
