Polndexter, who Is slated to succeed to the chairmanship of the senate naval affairs committee, charged that "pacificism" In the guise of "false economy" is threatening: to rfcduce the American navy to a "negligible position." "On ob.1otlon made to the navel treaty la that It prohibits the erection of fortifications on certain Pacific Islands," Poindexter said. "This eives rise to the question ns to whether or not, if wo had no treaty, we would or could erect fortifications on those Taclrlo Islands which we possess. "We have not done so, notwithstanding that there has been no treaty or other obstacle to stop us during: the lone years since the Spanish war. I have made numerous efforts to secure appropriations for a naval base at Guam, but I have never been able to secure the requisite batkingr of congress to bring this about. It is not at all llkelv .even if the opponents of the naval treaty should succeed in defeating It which, of course. Is not probable that we should be able to accomplish any more than we have In the past In securing; money for fortifications for our Pacific possessions. ""With the limitations the treaty places upon us, our responsibility becomes all the greater to maintain a navy equal to that of any other power in the world in the proportion of five to three to Japan. It is quite evident that we are going to have a struggle

"These pacifists would reduce the American navy, if they had their way, to a negligible position to two or even to one in the equation as related to fve on the part of Great Britain and three for Japan. "With an adequate navy, and an adequate number of thoroughly trained offloers, and a somewhat longer term of training for our enlisted men, and a sufficient number of seamen to man our ships and keep them prepared for action, our Pacifio possessions and our mainland which is Inseperably connected with our possessions everywhere would be safe."
