THE DEBT REFUNDING BILL. Kejection by the 3enate of amendments to the allied debt refunding bill that were designed to hamper the proposed commission to the point of withholding from it all discretion in thr making cf agreements gives ground fcr hope that the beginning of negotiations by Secretary Mellon will not be much longer delayed. Opposition to the neecssary grant of authority written in the bills will be continued by those senators who are classified as irreconcilables cn ail matters involving formal arrangements with foreign states. But purely obstructive objections will not serve to prevent passage of the bill. How much money will flow Into the United States treasury on acccunt of principal and interest of the ap

respect to these claims. Dates will be set for beginning intersts payments. Though it be necesary to extend credits on this account for several years, it will be worth much to know when real money may be expected from the Allies. If the commission is net to be granted reasonable discretion in the business it were better to let matters rest as they are.
