SUCCESS IN SIGHT. .President Ilardlns believes the success of the arma conference to be assured. Twice In one day he so expressed himself, and when the president speaks In that vein he has very good reasons for hi3 conclusion, for Mr. Harding is not a hasty man. Though from the very outset It has been apparent that much good would come out of toe conicrence, the executive has maintained silence as ta results. Now that he has spoken, it is not too much to expect developments of magnitude at Washington within a short time.

An unalterable determination by the British and French that Germany shall make reparations to the limit of her ability is signified by the reported n'.'ar-.agreement to give the Germans "a breathing spell" in the form of deferring cash Indemnity payments for three years. It is gathered from the report from Paris that the reparations commission has made a careful study of the economic and financial condition of Germany and has concluded the enormous gold payments which the late enemy nation is obligated to make at Intervals are lmpossiblw of collection. Stabilization of industry and reorganization of finances are necessary to the carrying out of the treaty terms. There will be bitter disappointment in many quarten If measures are taken which can b construed as benefiting Germany. It does not appear that the proposals new made will bo other than advantageous to the allies. If they cannot collect on account of reparations now they will not be able to collect anything in thej future unless the Germans are given opportunity to earn. Guarantees by Germany that she will do certain things to assure her recovery5 to normal status and make no effort v to place her assets beyond the reach of her creditors are favored by the French. That the French would find any guarantee? from across the Rhine acceptable is evidence of a new feeling among that people. But it

is probable prevision will be made for giving the allies a tight grip on German assets that may later become available for reparations payments. '

Morse was released from the Atlanta federal prison by order of President Taft on the plea that he would die soon If compelled to emalu a prisoner. The country expected recovery would be rapid after the release and it was not surprised when Mr. Morse seemed to be about as pert as ever shortly after he was set free. And now, Just as the government is ready to talk about him to a grand Jury, off he goes to Europe for an operation to "save his life." Now, Mr. Morse may have been very sick in prlscn and It is true that he might have died soon If kept there; and it may be that If he doesn't undergo that operation in Europe he will speedily die, but may It not be remarked that his serious sickness and his troube with the government have an odd habit cf being synchronic?
