tural producers are opposed to them because they are a burden to their prices. Consumers are opposed ; to them because the freight charges add to the cost of 1 living. Railroad operators are opposed to them be- ; cause they limit transportation business and cause '
hard feelings. Why, then, with everybody opposed to high rates, were those rates established iu the Erst place and why have they been continue.!? An Inspection of the records will show that under government regulation of rates the rates were too lowto pay a fair rate of income on the value of the property even before the war. With war conditions there were increased costs of operations, particularly increased wages to employes, and the rates were not advanced coincident with the increase in costs. The increases in wages were made retroactive while de layed increases in rates were not made effective uutil a still further postponed-date. In brief, the railroads were not permitted to ailjust their rate3 in harmony with changes in prices in all other lines of business, and now, when other prices have deciined. railroad rates cannot come down without bankrupting the railroads. Everybody is opposed to high freight rates. So is everybody opposed 'to bankrupting the railroads, for that would mean government ownership and operation, which would be vastly more oostiy than the present pystem of about 25 per cent private management and 75 per cent, government management. There was a 12 iter cent cut in wages, and many people assumed that there should have been a corresponding cut in railroad rates, but f lie fact that i Mes had not been pushed up in proportion to wages and the 12 per cent cut in wages was an effort to meet the inequality.
