And wh'le all this has been going on down on East State strict, Hohman street and vicinity has also enjoyed a heil'.hv growth, with the addition of the beautiful and marslve Masonic temple, the Elks building whose elegpnee is unsurpassed and the artistic half million dollar church socn to go up at Hohman ond Detroit streetsCalumet avenue also comes tn for a generous share of credit, for it is here that the greatest strides have been made, looking to the development of this street aa one of the region's finest business thoroughfares. One of the reforms purposed by the new national budget system, endorsed by the chairman of the house appropriations committee, would root out one cf the time-honored laxities in federal finance. This Is the custom that has grown tin of authorising continuing or permanent appropriations for certain purposes, bureaus or departments. This species of "easy money" invited abuse, careless spending and extravagance. Chairman Madden and Mr. Dawes have concluded to stop the practice. Hereafter each department will have to carry all its expenditures where they can be reviewed and investigated annually and must be before the appropriations are authorized. The assurance of this annral overhauling will check any tendency to waste and demand that the need be expressly proved.

BIG AND BAD. The recently published British census announcement, which ascribes to Greater London 7,476,168. has given rise to a question the answering of which will afford many peoplo a good deal cf amusement. It seems that New Yorkers, and even some people outside of the Empire state metropolis, are endeavoring to rest frtm London the distinction of being the largest city in "the world. New York City's population is smaller than London's, we are told, for the simple reason that the latter has included more suburbs in ts official counting. If it Is a question cf merely including suburban population in the census, it would seem that the question ought to be easily settled: wth Pittsburgh and Buffalo r.ud Philadelphia, and possibly Toledo and Cleveland to fall back on for census recruits. New York City ought to win in a walk. The question is all tangled up. however, with
