a growing city requires. It cannot retire from business after its pile baa been made during a prosperous senson. No, the work of a public utility ia never done. When the skies have stopped smiling, when dark and distressing days of financial depression take possession of the land, the utility in the parlance of the street "must continue to saw wood." It is a servant of the public that must work every day. rain or shine. It is an indispensable part of municipal operation without which the modern municipality would quickly wither and die . Hence, aside from moral obligation, it is to the enlightened self interest of the public to see that the public utilities are kept prosperous, sustained up to the very hilt in the way of public support and credits, for without good credit they cannot extend their facilities as the municipal corporation grows, nor can they be most efficient if they lack the best machinery and equipment. and the prospective investor naturally seeks that investment which strikes him as most safe, as most certain to meet the Interest payments. An harassed public utility, one that must forever and ever face a nagging and niggardly public control, does not offer an attractive inducement to the prospective investor. The utility is not greatly different from a community in one iespect, each must attract investors in the general, competitive field if either is to enjoy any access of new capital. "(2). Unlike ordinary business, the utility cannot make all the money that foresight, ingenuity or good fortune may render possible in private enterprise. No public utility can make 100 or 00 per cent profit as was done by many privately operated enterprises during the war, yet at the same time the courts will protect It against confiscatory rates until a fair trial is bad though it may lose money during the period when the facta are being established. "(3).' When prosperous, the public utility cannot sit back satisfied with the amount of business it is doing. It must provide fcr all the now service that

"The public utilities of the United States are owned by the people, not by Wall Street or bankers- The utilities could never have come into being without the aid of the small investor. "Is it not clear then that the prosperity of the local community is inseparably bound up with the prosperity of the local utility. All things being even, the home utility should have the strong abiding eupport of the people of the community. Since the utility is an essential part of the community it should, under ordinary conditions, constitute a safe source of investment. Surely if the citizen lias money to spare let him invest his money at home where it is under his own eye. The Union has no better advice than this to give "
